Minutes - Monthly Membership Meeting
Fort Mason, San Francisco
The May meeting will be held in Palo Alto on May 21, 1999 at 0930 hours. NOTE THE MEETING DATE CHANGE DUE TO THE HOLIDAY.
The meeting was called to order by President Larry Monette at 0950 hours at the Officers Club Fort Mason, San Francisco.
The pledge of allegiance was led by Past President and Daly City Fire Marshal Ed Saiz.
Hans Henneberque of CDF/SFM was appointed Sergeant at arms.
San Francisco Fire Department host Thomas Harvey welcomed the members to San Francisco. Thomas introduced his staff Pat Stranahan, Eva and Barbara who were instrumental in the set-up and organization of the meeting.
Fire Chief Doug Williams of the Rincon Valley Fire Protection District, Chief David Milanese of the Hillsborough Fire Department Cal Chief Liaison were present.
Rick Rodewald, Past President declared a quorum. And, was immediately fined for wearing boot skins made from an endangered species.
Old Business: Vern Brown, Director of Operations, announced that the Committee Chairs for 1999 have been re-appointed. Past President and Fire Marshal Rick Rodewald, for Monterey Fire Department was appointed Judge Advocate.
A motion to approve the February 1999 monthly meeting minutes was accepted and seconded. One correction to Minutes: The 2000 Monterey Workshop will be scheduled for February in attempts to avoid conflict with the code hearing dates. This will be confirmed by a “save the card”. Minutes were approved as amended.
Past President Rick Rodewald made several presentations. A special presentation of the Charlie Gray Award went to Chief Dave Milanese for his many years of hard work and dedicated service to the organization and the promotion and fire and life safety. The following Committee members were recognized and thanked for their hard work and service to the organization this past year: Diane Grinbergs and Pam Cabezas-Public Education Committee; Mike Stewart and Dennis Mathisen-Fire Service Education; Dan Najera and Gene Gantt-Legislative Committee; Reinhardt Hanselka and Joe Garcia-Building Standards Committee; Ron Keefer and Gordon Simpkinson-Hazardous Materials Committee; Tom Harvey and Rocque Yballa-Uniform Fire Code Committee; Weston Arvin and Robert Evans-Fire Protection Devices Committee; and Fire Chief Dave Milanese for being Liaison Chief.
Past President Rodewald also thanked the Executive Board members and made presentations to First VP Larry Monett; Second VP Rick Terry; Secretary Danielle Stefani; Vern Bown, Director of Operations; Keith Marshal, Treasurer; and Tonya Hoover Judge Advocate
At 1012 hours President Monett lost the gavel. And, Rocque Yballa asked for a point of order!! At this time, self introductions were made.
Exchange of ideas:
Ed Cossio, DSA Office. Introduced himself as a new member of the organization. Ed works mostly on the public school construction projects. He discussed the new state Bond of approximately $9.2 which could issue matching funds of up to 50% to local schools. DSA wants to work closely together with local jurisdictions to help with the emergency access and fire flow issues in particular. Ed also announced that DSA is looking for plan reviewers and has applications if anyone is interested.
Rocque Yballa, CDF/SFM. In the wake of Little Colorado incident is anyone looking at requests for locking devices such as bars or grates on windows and doors? Ed, DSA has not heard of any as of yet.
Jim McLaughlin, Lund Pearson McLaughlin and Past President. How do we reward our Web master? Jim asked that Fort Hartsfield be recognized for his great work and long term commitment to the project of developing the Organization’s Web page and information. Fort will be updating the advertisement section on the Web in the coming months.
Tom Harvey, San Francisco Fire Dept. and Co-Chair Uniform Fire Code. Announced that his Department will have openings for an FPE position and will be recruiting soon. Other item is AB1626 adopting the Uniform Codes and what is it we in the fire service want?
Rick Rodewald, Monterey Fire Dept. and Past President. How many have requirements that establish minimum hazard class for sprinkler systems? One problem is spec office buildings that get built and then changed to mercantile which changes the hazard class level. Rick Terry San Ramon Fire Prot. Dist. and First VP stated that their systems for office buildings are being designed to “double-k”.
Ray Johnson, Redding Fire Dept. Due to change in fixed automatic engineered fire protection systems how are officials enforcing UL 300? What systems are people requiring for high temp grease versus the old chemical systems? One of the problems are old parts once the system is activated. They are looking at replacement and upgrade through Ordinance requirements.
Robert Evans, Stockton Fire Dept. Co-Chair Fire Protection Devices. His Department has an Ordinance which requires “K Class” Extinguishing systems for all kitchens. If appliances are changed, the new system is required to be upgraded to UL 300 standard.
Ed Saiz, Daly City Fire Dept. and Past President. Suggested to make sure and look at the language in the new International Fire Code.
Larry Larson, National Fire Sprinkler Association and Past President. Announced that on May 3,4,5th they will be hosting a fire extinguishing systems class. Flyer is out and on the Web page for more information contact Larry.
Hans Henneberque, CDF/SFM stated that his past experience finding fire alarm control panel not in compliance with NFPA. Section 1.5-6 requires a smoke detector at the control panel. He is looking for the date when that code section took effect. John Gillilan, CAFAA, stated it was 1993 edition of NFPA
Weston Arvin, UC Davis and Co-Chair Fire Protection Devices. He is looking for an afternoon program for the June 25th monthly meeting.
Marty Santa, Clara Fire Dept. Had a question regarding belly tanks on generators and whether it violated the UL listings if the tank is changed or up-sized. It may have impacts if a large generator motor is installed in adjunct to the ready made tank. Any issues or problems with this?
Howard Hopper, UL. They do list generator tanks. They also list the overall assembly as one package, electrical, tank, controls etc and listings are UL 2200.
Rick Terry, San Ramon Fire Prot. District and First VP. Announced they are looking for a Code Compliance Officer. Flyer in minutes.
Jim Dias, Aptos La Selva Fire Dept. Is finding CNG installations in residential settings. PGE is installing new systems for fueling private vehicles. PGE has installed a second meter and pump system outside the garage at residences. Anyone with information or experience please contact Jim.
Vern Brown, Sacramento County FD and Director of Ops. Canada, especially in the Toronto area, CNG systems are prevalent and accepted by most commuters. Perhaps Toronto Fire Department might have some info/history. Rick Rodewald mentioned PGE did a presentation several years ago at Nor-Cal. Perhaps it’s time for another presentation.
Fire Chief Dave Milanese Hillsborough Fire Dept. and Liaison Chief, Gave a Cal Chief’s report. Fire Chief Scott W. Kenley, Lodi Fire Dept. is the new Cal Chief’s President. They are looking at perhaps new by-laws that would change the length of time chairs would hold positions (for two years rather than one). This is intended to help continuity. Uniform Codes, Cal Chief’s are recommending Uniform Fire Code first from an economic perspective and looking for a publisher and second, because their is no seat on the international code process. They are looking for a two to three year time period to provide for transition. The Fire position (seat) on the State Building Standards Commission is due to expire and without a Fire representative, the opportunity for the UFC to succeed the state code adoption process will be critical. Chief Milanese recommends writing the Governors’ Office requesting fire representation for SBSC. Chief Milanese also thanked the FPO Organization for which he has been a member for over 21 years, for the many and great things they have done and accomplished. As he will be retiring shortly and would like to have Chief Doug Williams step in as the new Liaison Chief. He will be making such recommendation to Cal Chiefs Board.

Joe Garcia CDF/SFM report:
1. CSBC 2000 April 15th met to vote on what code should be adopted, IFC, NFPA 1 and UFC. Secret Ballot vote. Results were that the UFC was the recommendation to be sent to the Partnering Group June 16th They will ratify or, may choose to vote for recommending something else.
2. Still working on portable fire extinguisher packet before it is submitted to OAL. It will still be several weeks.
3. UL Standards for burglar bars is continuing.
4. Fire Safe Council, Cal Chiefs and CDF/SFM sponsoring the Public Fire and Life Safety Educator Training in three locations in Mat See flyer in minutes.
5. Joe mentioned that Chief Joan Jennings is the Acting SFM at this time. No word on when permanent SFM will be appointed.
6. John Gould, asked to advised folks of errors in the 1998 CFC and CBC. Please photo copy any identified problems, include comments and send to John Gould in Sacramento. Errata to follow.
