is a joint North-South Executive Board meeting scheduled for Tuesday, September
21, 1999 at Francesco’s – Oakland. The meeting will begin at 0930 hours.
Diane Grinbergs – City of Berkeley and Co-chair Public Education Committee led the pledge of allegiance.
Bruce Lecair – Woodland Fire Dept. was appointed Sergeant at Arms.
Host Fire Marshal Mike Ginn welcomed the group to the City of Petaluma. Fire Chief Terry Kraut was unavailable but sent his regards through Fire Marshal Ginn and hope that we have a productive meeting. Fire Marshal Ginn welcomed us on behalf of the Sonoma County Fire Prevention Officers and introduced Cory Busch Rohnert Park Publi Safety who helped coordinate and co-host the meeting. Fire Marshal Ginn was then fined for forgetting to introduce his Secretary, Sheila who also helped organize the meeting.
President Monette recognized visiting Fire Chief Doug Willliams, Rancho-Adobe Fire Protection District and Cal-Chief Liaison Chief Williams welcomed the group to Sonoma County on behalf of the Sonoma County Fire Chief’s Association.
Self-introductions were made. At this time Past President and Web Master Fort Hartsfield declared a quorum.
A Motion was made/s to approve
the August 1999 minutes. Minutes were approved as mailed.
Mike Ginn – Petaluma Fire Dept. received letter from CA Building Standards Commission and shared with the group. The letter, which summarized an error in their Ordinance adopting the Fire Code and Findings of Fact state the issue according to information relayed to Fire Marshal Ginn was that many fire agencies have made similar mistakes by not adopting the California Fire Code and modifying Building Standards contained therein. The letter references Bulletin 99-01 relating to local government adoption and amendment of building standards. Thank you for sharing this Fire Marshal Ginn. See copy of letter in these minutes.
Ted Wackerman TVA stated when adopting the code you need to adopt both UFC and the California Fire Code. Chief Vern Brown – Sacramento County Fire Department and Operations Director confirmed this fact with emphasis on fire sprinkler system amendments.
Larry Larson, disseminated brochures for two classes on residential fire sprinkler systems plan check and a two-day hydraulics fire sprinkler class. See Handout in these minutes
Chief Mary Cornelison – Contra Costa County Fire Department reminded the group about the NFPA Fire Prevention Week fire drills the great escape…contest running again. Each fire department wishing to participate should submit a winner to NFPA. This year’s winners will receive a trip to Disney World. Fire Departments should complete the entry applications and submit as soon as possible and complete all of the information in the packet.
John Gillilan - CAAFA announced that Fire Alarm system plan review guides are now available. Contact CAAFA.

James DiGrazia - CPSC stated that there is a recall of the Star fire sprinkler heads dry-type models D-1, RD-1, RE-1, E-1 and ME-1 made from 1961 through 1976. Their investigation is continuing. See the information sheet in these minutes.
Scott Moon – Petaluma Fire Dept. raised the question about what Fire Departments will allow for year 2,000 fireworks sales? His department is looking for alternative solutions to the typical booth set-up because of inclement weather considerations. If anyone has information or questions similar to this issue please contact him.
Fort Hartsfield Past President and Web Master announced that advertisement banner space is available on the Nor-Cal web site. Valuable information including job announcements, committee minutes, meeting announcements, and link sites for those advertising are key services. Those interested should contact him via the web or by phone.
Fire Marshal Ed Saiz – Daly City Fire Dept. and Past President announced that his department in cooperation with CDF/SFM has produced and published and R-1/R-2 Inspection Guide for State regulated occupancies. Copies are available for purchase at the cost of reproduction (approximately $9.95). Contact Chief Saiz for more information or to obtain a copy. Thank you Chief Saiz for sharing this!
Chief Art Cota - CDF State Fire Training
announced that there are emergency response to Terrorism handouts available
please contact him at (916) 445-8575. Also, the agency has received grant
from FEMA to conduct training to combat terrorism and they are looking
for a training coordinator with expertise in haz mat or law enforcement.
This special presentation was made thanks to Steve Hart Past President and Division Chief Art Cota CDF/SFM State Fire Training. The topic surrounded the requirements for career tracking the Fire Prevention, Fire Protection Specialist and Fire Marshal Certification programs.
Some very interesting conversation, questions
and information was circulated regarding the future of Certification and
what impact such programs will have on future job entry requirements. Thank
you for this informative update. Please reference the handout in these
minutes.
The afternoon portion of the meeting reconvened at approximately 1315 hours with a presentation By Robert V. Pliskin of Windham, New Hampshire.
Mr. Pliskin shared information on the National Home Safety Project that is aimed at replacing the current 9volt battery in home smoke detectors with a 10-year life battery. Information relayed through a CPSC investigation revealed that as many as 33% of the nations smoke detectors may not operated because of battery failure or smoke detectors with batteries removed due to nuisance alarms.
Mr. Pliskin is using his experience in
other states to pursue possible California legislation that would require
manufacturers of smoke detectors who opt to sell in California to require
the 10-year life battery. Some very interesting exchange of ideas and information
took place and it appeared that several members had some energy on this
issue. President Monette suggested that this matter be brought to the Fire
Equipment and Devices Committee for further review.
President Monette adjoined the meeting at 1415 hours.
