President Arvin called the January 28, 2005 meeting to order at 0933 hours at the Del Webb/SunCity Roseville Conference Center in Roseville, California.
Past President Steve Hart led the pledge of allegiance.
Vern Brown was appointed Sergeant of Arms.
President Wes Arvin welcomed the group and introduced Host Fire Marshal Dennis Matheson who introduced and thanked the host staff from the Roseville Fire Department. Roseville Fire Chief Ken Wagner welcomed the membership to Roseville and introduced Mayor Gina Garbolino of the City of Roseville.
President Arvin recognized the visiting Fire Chiefs, Past Presidents and Building Officials.
Self-introductions were made. President Arvin asked Immediate Past President Larry Monette to declare a quorum.
President Arvin asked for a motion to approve the November 2004 minutes. The motion was made and seconded.
Special Presentation-Thank-you
- Investigation Committee Position Paper will be presented to the membership and will include additional comments provided by the membership. Co-chairs are being solicited for the new sub-committee.
- President Arvin presented the membership with the North–South FPO 2004 Annual Report
- President Arvin read the thank-you note received from Carl Thilbeault to the membership.
- President Arvin provided an announcement regarding the 2005 Annual Workshop and solicited the membership to register for the conference.
SFM Report
OSFM Leslie Habarek provided the membership with a January 2005 SFM Report. (See attached SFM report) James Parsegian of the CSFM Office announced that on February 3, 2005, the SFM will chair a working group meeting on UL 300 standards.
Legislative Report (see the attached report)
Dennis Matheson provided a January 2005 Legislative Report to the Membership regarding the AB 178 Fire Safe Cigarette news conference.
Exchange of Ideas
- President Arvin read and reported on the Family Circus Sunday cartoon retraction on family fire evacuation plans.
- President Arvin announced that the February meeting in Woodland will be a Past-Presidents meeting. The meeting is free to all Past Presidents.
- Past President Forrest Craig announced the list of in-coming 2005 NORCAL FPO's officers and President Arvin asked for nomination from the membership. The membership approved the nominations submitted by the membership committee. The new board is as follows:

Fort Hartsfield provided a marketing report on new merchandize for 2005.
Cheryl Dominich provided a report on the
Professional Engineer License Title Act Classification
for all engineers including Fire Protection
Engineers. She thanked President Arvin for
speaking their behalf and presented him with
a token of their appreciation Sam Husoe provided an announcement on the Annual Workshop and upcoming NFSA classes.
Forrest Craig thanked Scott Alber, Keith
Schoenthal, Jeff Davis, Steve Jensen and
Ron Averiette for their work on their community’s
new Marin County Urban Wildland Interface
Ordinance.Adjournment for Subcommittee Meetings
The President will identify and request co-chairs to announce meeting location, agenda and topics of discussion.

President’s Report (see also executive minutes)
- President Arvin gave a report to the membership on the Merchandizing and Marketing Draft Policy. The policy is a component of the organization’s strategic plan and is being reviewed by the board.
- Past President’s Committee: The board is working toward organizing a Past President’s Committee.
- Dixon Strategic Plan Meeting: Chief Warren’s e-mail report on the meeting has been sent to the membership and is available on the website.
