President Craig called the July meeting to order at 0935 hours at the Sheraton Gateway Hotel.

Steve Hart, Past President, led the pledge of allegiance.

Frank Billante was appointed Sergeant at Arms.

President Craig welcomed the group to Burlingame. He also recognized the visiting fire chiefs and past presidents of Nor Cal.

Keith Marshall, Host Fire Marshal, welcomed the group to the Burlingame. Chief Marshall thanked his staff for their work on organizing this meeting. This may be the last time Chief Marshall will be hosting the meeting as he is planning to retire later this year. Burlingame Fire Chief Bill Riley also welcomed the group. He appreciates this organization and the resource sharing that takes place between the FPO’s

Chief McCammon, Fire Chief of Alameda County and President Elect for Cal-Chiefs. Chief McCammon greeted the group and shared his appreciation for the work that the FPO’s perform. As President of Cal-Chiefs, he will strive to make sure the FPO’s heard among the parent organization. Chief McCammon presented some of the history behind Cal-Chiefs and its relationship with each of the Sections. He described some of the goals of Cal-Chiefs and how the Sections will benefit.

President Craig recognized visiting building officials.


Self-introductions were made. At this time Tonya Hoover, Past President, declared a quorum.

A motion was made, and seconded, to approve the June minutes. Elliot Gittleman, of ESH Consultants submitted a subsequent correction via email to the Secretary, which reads as follows:

"Elliott Gittleman, ESH Consultants – Elliott followed up on SB 2030. If anyone has an ordinance that requires or recognizes Fire Protection Engineers, please send the information to Elliott (eshconsultants@cs.com) In addition, Elliott represents the Society of Fire Protection Engineers local chapter. They are interested in working with Nor Cal FPO’s on joint training classes."

President Craig announced that it is Bill Hopple’s birthday. The entire group sung happy birthday to Bill. I think we all need singing lessons.

President Craig announced that Larry Thude, Contra Costa County, is our new Director of Operations. Welcome aboard Larry!!!!


State Fire Marshal Report – Chief Joe Garcia delivered an update on several issues being worked on by the State Fire Marshal’s Office. Leslie Billington also gave a regulations report. Full reports are included with the minutes.  

Legislative Report – Gene Gantt, Benicia Fire Department, was not present. A complete report will be included in these minutes and posted on our website.


Exchange of ideas:

Kent Miller, Stockton FD – Stockton is still working on an ammonia standard and they are planning to submit code change proposals to the Fire Code because it is out of date.

Steve Hart, Past President – Rodeo FD is looking for support/information related to access standards in subdivisions.

Sam Huseo, NFSA – Discussed AB1340 related to wastewater. Changes are being made regarding discharge into storm water systems. In addition, a San Diego newspaper article covered a story about copyright issues related to posting model codes on a website.

Terry Leyton, Tyco – Announced the 2003 CFPI Workshop will be held in Monterey February 10th – 14th.

George Blind, Sunnyvale Public Safety – As of July 12th UL listing requirements for residential sprinklers have changed. Listing requirements have become more stringent. An information sheet is available on the UL website.

Terry Leyton, Tyco – Stated that new sprinkler heads meeting the new UL listing standard are not available yet. They are expected to be available in late August.

Fort Hartsfield, Past President and current Webmaster – Fort reminded the group to check out the monthly meeting photos posted on the Nor Cal FPO’s website. Also, check out the CFPI Workshop website. The registration form is now available.

Gale Bate, Code Resource – Gale gave kudos to Fort for his work on our website. Great job Fort!!!!

Terry Leyton, Tyco – Terry announced that So Cal FPO’s website is back up. The new address is www.socafpo.org. Check it out!

Dennis Mathisen, Roseville FD/Secretary – Dennis is looking for information regarding open parking structures. He has a local sprinkler ordinance that requires all commercial building 4,500 square feet or larger to be fire sprinklered. He has a six level, 660,000 square foot parking structure being proposed and the project owner does not want to provide sprinklers. If anyone has had experience with this issue please contact Dennis.

Bruce LeCair, Woodland FD – Bruce reported on the activities of the Fire Sprinkler Advisory Board and NFPA 25/Title 19 Committees. The next meeting is schedule for September 4, 2002, at the State Fire Marshal’s office in Sacramento.

Jim Lemke, Merced FD – Jim is researching the issue of wet chemical vs. dry chemical commercial cooking equipment suppression systems. He is looking for any information anyone may have on this subject. Welcome back Jim!!

Gale Bate, Code Resource – Gale stated that it is up to the local AHJ to allow continued use of the older dry chemical systems.

Forrest Craig, Novato FPD/President – Forrest announced two upcoming classes; Fire Prevention 3B and R-2 Occupancies. See the announcements in this newsletter packet.


Meeting was adjourned to Committees and Executive Board meeting at 1100 hours.


 Afternoon Program – Mr. Bachir Mekki, Vision Fire and Security presentation on VESDA (smoke detection systems).

President Craig adjourned the meeting at 1345 hours.
