President Arvin called the July 23, 2004 meeting to order at 0931 hours at the Elks Lodge at Monterey, California.
Past Treasurer Keith Marshal led the pledge of allegiance.
Moment of Silence for Captain Daniel Elkins of Los Angeles County Fire Department, who lost his life while returning from the Pine Fire earlier this month.
Past President Mike Stewart was appointed Sergeant of Arms.
President Wes Arvin welcomed the group and introduced Host Fire Marshal Rick Rodewald. Chief Rodewald introduced and thanked his staff. Chief Rodewald introduced host Fire Chief Greg Glass who welcomed the membership to Monterey.
President Arvin recognized the visiting Fire Chiefs and Building Officials.
Self-introductions were made. President Arvin asked Immediate Past President Mike Stewart to declare a quorum.
President Arvin asked for a motion to approve the June 2004 minutes. The motion was made and seconded.
President Arvin introduced Bob Eggleston; President of the California Conference of Arson Investigators, who provided the membership with information regarding the activities of CCAI and to solicit the membership to participate in their activities.
Ed Tubbs of Dixon Fire Department was announced as the new co-chair of the Fire Equipment and Devices Committee
SFM Report
Leslie Haberek provided the membership with a July 2004 SFM Report.
- SFM Ruben Grijalva to report for work on August 16, 2004.
- Fire and Life Safety Advisory Board meeting on Friday, July 22, 2004 (see minutes).
Legislative Report
Gene Gantt provided a July 2004 Legislative Report to the Membership.
- AB 2065 has been sent to Senate Appropriations on August 2, 2004.
- AB 2343 amended and is being sent to leg council for revisions.
- Wildland Fire Bill has been sent to the legislators for review.
Exchange of Ideas
- Co-chairs were encouraged to forward the monthly sub-committee minutes to Fort Hartsfield and Secretary Bruce Lecair for publishing in the monthly minutes and on the web site.
- The 2004 Rosters are published. Thanks to Bill Greene and Jim Watson for their efforts in publishing the 2004 Roster.
- The Defensible Space Public Service Announcement produced by the Public Education Committee is available on the FPO Web-site.
- Elliot Gittleman informed those in attendance about a rack sprinkler issue.
- Fort Hartsfield The Defensible Space Public Announcement is in Windows Media File on the website. He provided additional information on downloading of the material. Contact Fort is you have problems.
- Bill Greene reported about a local fire sprinkler system at a Jiffy Lube in Davis without a drainage system in the pit area. He wanted to know what other jurisdictions are doing with this type of installation.
- Kent Miller provided information and letters regarding AB 2065 (see minutes)
- Sam Husoe reported that fliers for National Fire Sprinkler Association classes are available. He also provided information regarding the next workshop. He announced that Carl Thibeault will be retiring and Bob Morgan is resigning due to health issues.
- Rick Rodewald is seeking information for water main piping under a proposed new wharf in Monterey.
- Gale Bate reported that outpatient clinics are being reviewed by Building Departments without plan review from local fire departments. He further reported about a test burn with Aqua Systems (see minutes) on August 27, 2004 at Fort Ord.
- Bob Eggleston of CCAI reported that he has previously experienced problems with training burns at Fort Ord due to asbestos construction products.
- Mike Ginn asked for pre-registration for next month’s meeting

- Roger Benson of FM Global followed up about a warehouse fire on the East Coast. Additional information is currently subpoenaed as evidence and is unavailable to the membership. He further reported that a fully sprinklered Kent, England warehouse burned to the ground in a recent fire.
- Kent Miller found new residential construction foundations sprayed with diesel. He expressed that this may be something for local AHJ’s to look into.
- Jim Diaz of Santa Cruz County FD reported on the Urban Wildland Ordinance (see Jim for details).
- Bill Robertson is working on a Residential Sprinkler Ordinance. Please send copies of your ordinance to CDP/Napa County FD.
- Theresa Johnston reported that Master Guard Fire Equipment Company has recently stated they would be pursuing litigation with jurisdictions that speak negatively about their products.

President’s Report
President Arvin reported on AB 2065. Gene Gantt is the contact person and will be contacting members in need of making contacts with local legislators.
Theresa Johnson reported that Phil Constantino had a medical procedure, which was successful. Mr. Constanino is reported to be doing fine.

"City of Monterey Fire Sprinkler Ordinance" Rick Rodewald
"Residential Fire Safety Institute", Roy Marshal
Mr. Marshal reported on the Residential Fire Safety Institute, the history of their organization, funding, sponsorships, organizational philosophy and their focus on codes and ordinances. The organization has a Life Safety Achievement Award that is available to departments with active fire prevention bureaus and that have not experienced a fire related death during the past year. The deadline for the award application is July 31, 2004 (see minutes for application).
