Minutes - Monthly Membership Meeting

Stockton, Holiday Inn


The June meeting was called to order by President Danielle Stefani at 0933 hours at the Holiday Inn, Stockton.

Bill Tyler, Novato Fire Dept., led the pledge of allegiance.

Steve Hart, NFSIA, was appointed Sergeant at Arms.

Robert Evans, Stockton Fire Dept., welcomed the group and introduced Deputy Chief Uehling, Stockton Fire Department. Chief Uehling stressed the importance of Fire Prevention and stated we are the unsung heroes of the fire service. Chief Uehling also read a letter from the Mayor welcoming Norcal FPO’s to Stockton. Robert Evans then introduced Stockton’s new City Manager, Mark Lewis who welcomed the group to Stockton. Robert Evans, Stockton Fire Department introduced the staff who helped put the meeting together: Kent Miller, Cathy Glick, Isabel Valacio, Gary Khulken, Mario Mearn, Mike Morrell, Brad Bauer, and Art Sandman.

President Stefani recognized Liaison Chief Doug Williams, Chief Phil Soria-Central Calaveras FPD, and Michael Winfield-Department of Corrections.

Self-introductions were made. At this time Rick Terry, Past President/Judge Advocate, declared a quorum.

A motion was made, and seconded, to approve the May 2001 minutes. Minutes were approved with one correction, Greg White works for the Vallejo Fire Department, NOT Benicia-sorry Greg!


Exchange of ideas:

Vern Brown, Sac Metro Fire, fined again for not introducing himself, reminded the group of the upcoming ICBO classes Norcal is sponsoring. See flyers in the minutes.

Steve Hart, NASIP, Donated a can of peaches for the raffle. Also donated a copy of the 2001 CA Law book for the raffle.

Bruce LeCair, Woodland Fire Department – Announced an upcoming sprinkler plan review class on September 11 and 12 in Woodland.

Dennis Lockhart, Newport Beach – Informed the group he is the Incident Commander for SB 575. Author is O’Connell. Report is due out from CSFM July 1 on how we can protect children in our schools. Dennis reminded the group Cal Chiefs is in support of this bill and he is working diligently to get the bill passed.

Dennis Mathisen, Roseville Fire, Treasurer – Announced an upcoming Fire Inspector position at Roseville. See flyer in minutes. Also reminded the group of the increase in monthly meeting fees, which goes into effect beginning July 1. See notice in minutes.

Bill Tyler, Novato Fire – Announced the Wildland Fire Investigation class on July 11.

Rick Terry, San Ramon Valley FPD – Announced recruitment for a Fire Inspector, which tops out at $7,100/month. Also recruiting for a Code Compliance Officer.

Cliff Vaniman, Santa Rosa Fire – Recruiting for a Fire Protection Engineer.

Fort Hartsfield, Committee for Fire Safe Dwelling, Honorable Webmaster – New photographs on Website. Any member can post job announcements on the website however, a final filing date is required.

Kent Miller, Stockton Fire Dept. – Stockton is recruiting for a Fire Protection Specialist. 


State Fire Marshal Report – Joe Garcia, CDF/SFM

Announced the formation of a new regulations unit run by a Division Chief with four staff. Gini Krippner is the new Division Chief-congratulations Gini! SFM has two new Investigators focused on fire extinguishers and fireworks. SFM is putting the final touches on the school study report that is due out in July. Brought some fireworks "cheatsheets" for anyone interested. See a copy in the minutes.

Glen Tong, SFM – Glen stated he is wrapping up the package to go to Building Standards Commission (1998 codes melded with 2000 Uniform Codes). There will be a 45-day comment period. CSFM’s new website is up and running – www.fire.ca.gov.

Legislative Report – Gene Gantt, Benicia Fire Department, no report at the meeting as this was the third meeting in a row Gene missed-but whose counting? See attached for written report.

Danielle Stefani, President – Announced that copies of the 2001/2002 budget are available at the front table. Rick Terry made a motion to approve the budget and it was seconded and a vote was taken with all in favor. Danielle also thanked Vern Brown for all his hard work as our Operations Officer and welcomed Tonya Hoover as the new Operations Officer.

Sam Husoe, NFSA – Announced the Orange County Grand Jury Report on residential sprinklers was out. Steve Hart has a copy available electronically.

Meeting was adjourned to Committees and Executive Board meeting at 1029 hours.


Afternoon Program – Unfortunately, Assemblywomen Barbara Matthews cancelled at the last minute due to other commitments. This did however, leave plenty of time for a fantastic raffle.

Each Committee Co-Chair gave a brief recap of their respective meetings. Detailed reports to be in these minutes.

Thank you Stockton and all contributors for an excellent and well-attended meeting! Much appreciation is extended to the Stockton Fire Department and all staff for making the necessary arrangements.

President Stefani adjourned the meeting at 1402 hours.

The next meeting will take place on July 27 in Sacramento at the Croatian American Cultural Center, 3730 Auburn Blvd. Bring a guest and we will see you there.
