Minutes - Monthly Membership Meeting

President Craig called the June meeting to order at 0935 hours at the USA World Classics Auto Museum.

Gene Gantt, Benicia Fire Department, led the pledge of allegiance.

Rocque Yballa was appointed Sergeant at Arms.

President Craig welcomed the group to Vallejo. He also recognized the visiting fire chiefs and past presidents of Nor Cal.

Ray Dandridge, Host Fire Marshal, welcomed the group to the USA World Classics Auto Museum. Chief Dandridge thanked his staff for their work on organizing this meeting. Vallejo Fire Chief Parker also welcomed the group. He described some of the history of the vintage vehicles in the museum, including the old Vallejo fire engine. Chief Parker expressed his gratitude for what the fire prevention officers do.

Self-introductions were made. At this time Rick Terry, Past President, declared a quorum.

A motion was made, and seconded, to approve the May minutes.

President Craig welcomed Bill Hopple as a new Nor Cal FPO’s member.

 

State Fire Marshal Report – Chief Council will be attending the meetings more regularly, as will other State Fire Marshal staff members. He continued on to explain some additional organizational changes occurring within his office. He also delivered an update on several issues being worked on by the State Fire Marshal’s Office. Rodney Slaughter gave and update on various Title 19 and 24 issues. A full report is included with the minutes. The Secretary thanks Chief Council and his staff for providing a complete report.

 

Legislative Report – Gene Gantt, Benicia Fire Department, presented this month’s legislative report. A complete report will be included in these minutes and posted on our website.

 

President Craig reported on the proposed 2002/2003 Budget. A motion was made and seconded to approve the budget. Discussion took place regarding the expense item under account number 227, "Cal Chief’s Dues" and income account number 023, "Inspector Guides". The budget was approved.

 

Exchange of ideas:

Rick Terry, San Ramon Valley FPD – Rick gave a report on SB 1896, "bedridden residential care facilities". Several committee meetings have been held. Next meeting is July 8th. The committee is working on taking the intent of the new law and generating new state regulations for local AHJ’s to enforce. Rick continued by giving an update on SB 575. Proposed regulations have been developed and are now open to public comment. Rick encouraged everyone to review the proposal on the State Fire Marshal’s website. Send comments to the SFM and a copy to Rick.

Pam Cabezas, Roseville Fire Department – The Public Education Committee is working with their Southern California counterparts to develop legislation targeting cigarette lighter safety. The committee is looking for any statistics on lighter related incidents caused by children.

Robert Evans, Stockton Fire Department – Robert is working on an ammonia standard using the provisions out of the model codes and he would like to have a peer review. Also, Stockton City Council voted to sprinkler several old hotels in the downtown area.

Bill Hopple, Simplex Grinnell – Announced the new Fire Alarm Pocket Guides. He brought several copies. Thanks Bill!

Bill Greene, Davis Fire Department – Bill is interested in talking to anyone that has received a request to place a bedridden client in a residential care facility.

Bill Tyler, Novato FPD – Reminded everyone about the wildland fire investigation classes in July. He is still taking names for a waiting list. There will be a R-2 Occupancy class in Santa Rosa on September 19th. A Fire Prevention 3B class will begin on August 23rd and will be held on five consecutive Fridays ending on September 20th. A class announcement will be coming out very soon.

Kent Miller, Stockton Fire Department – Kent is working on a draft standard called Marina Piping and Dispensing Systems for Fuel Storage. If anyone is interested in such a standard, contact Kent.

Elliott Gittleman, EHS – Elliott is following up on SB 2030. If anyone has an ordinance that recognizes Fire Protection Engineers, please send information to Elliott. In addition, EHS want to conduct joint training with Nor Cal FPO’s.

Forrest Craig, (President) Novato FPD – Passed on a comprehensive report on window bars from Howard Hopper of UL. A copy has been emailed to the membership.

 

Meeting was adjourned to Committees and Executive Board meeting at 1100 hours.

 

Afternoon Program – Art Cota of the State Fire Marshal’s Office made a presentation regarding the new Fire Marshal certification track.

President Craig adjourned the meeting at 1345 hours.
