Minutes - Monthly Membership Meeting
Fairfield, CA
Hilton Garden Inn
President Mike Stewart called the June meeting to order at 0930 hours at the Hilton Garden Inn, in Fairfield, CA.
Ron Keefer conducted the pledge of allegiance and Cheryl Domnitch was appointed the Sergeant at Arms.
President Stewart introduced Fire Marshal Morgana Chan who welcomed the group to Fairfield. She introduced the new Fire Chief of Fairfield, Michael Smith. He also welcomed the group and thanked all fire prevention officers for their hard work in prevention.
Visiting Fire Chiefs and Building Officials and Past Presidents were recognized.
President Stewart then introduced Penni Overstreet Murphy and Kevin Scott from the Southern FPO Board.
Self-introductions were made. At this time, Forrest Craig, Past President declared a quorum.
President Stewart presented the 2003-2004 proposed budget to the membership for approval. A motion was made and seconded and the budget was approved.
President Stewart spoke about Cal Chiefs decision to support NFPA and the follow up meeting with Cal Chiefs President Bill McCammon. President Stewart also commented on the June 26th meeting with the California Building Standards Commission. At this meeting the support for the ICC codes was strong.
A general membership discussion occurred with members voicing their concerns and viewpoints about the code selection process.
Fire Chief Ruben Grijalva of Palo Alto created a "Petition to Reconsider Cal Chiefs Code Adoption -Position" and made it available for distribution. See an attached copy in the minutes.
State Fire Marshal Report –Hugh Council gave an update on termination of the contract with the Department of Health Services for conducting Life Safety Code surveys in health care facilities. He spoke about the SFM Statues and Regulations classes that will be taking place and asked for assistance in inspecting public firework displays in facilities with July 4th just around the corner.
He mentioned the Continuing Challenge HazMat Workshop scheduled September 2-5th at the Radisson Hotel in Sacramento.
He also spoke about the Code recommendation process and stated that there are two meetings. State agencies will be attending these meetings with the CBSC Code Change Committee on July 2nd regarding their recommendations and finally with the full Commission on July 16th, 2003. Exchange of ideas:
Steve Hart – Donated a Fire Laws book to the raffle. Steve announced that he has received sprinkler surveys and is compiling data.
Manny Muniz – Spoke on behalf of Bill Hopple from So Cal FPO group who created 3 checklists for fire alarm, sprinkler and standpipe systems that he would like reviewed. They will be on the Nor Cal website with a link to the So Cal website.
Kent Miller – Mentioned the upcoming ammonia class in Stockton on August 21st that will include a tour. He also spoke about a bomb incident on Highway 88 that caused a wildland fire but more importantly a device was found which was planted to injure firefighters responding to the wildland fire.
Bill Greene – Asked a question about the door closure requirements for R2.1’s and R2.2’s. They are not required for R2.1’s but are for R2.2’s.
Jim Feld – Reported that the Title 19/NFPA 25 comparison matrix was completed and will be published on the NorCal website.
Scott Moon – Stated that the August meeting in Petaluma will require pre-registration. It will be our Hawaiian shirt meeting.
Wes Arvin – Mentioned an opening for a Fire Inspector with a closing date of July 3rd in Davis.
Meeting was adjourned to Committees and Executive Board meeting at 11:14 a.m..
The afternoon program was a presentation of fire protection systems for LNG and CNG systems.
