Minutes - Monthly Membership Meeting
U.C. Davis


The July meeting will be held in Oakland, July 23, 1999 at 0930 hours. Registration will begin at 0900 hours.

The June meeting was called to order by President Larry Monette at 0933 hours at the Walter A. Buehler Visitors Center, UC Davis.

The pledge of allegiance was led by Gene Gantt, Legislative Committee Co-Chair

Sergeant at Arms Dan Najera CDF/SFM, Legislative Committee Co-Chair.

Assistant Fire Chief Weston Arvin, Fire Marshal UC Davis welcomed the group to the UC Davis Campus. Chief Arvin explained that campus has seen many changes and in particular next year, will experience a $73 million construction project for Performing Arts. At this time, Fire Marshal Arvin introduced Fire Chief Michael Chandler, UC Davis Campus.

Chief Chandler welcomed the group to Davis. He stated that the campus has evolved from pastures to a world class institution, and as such, has caused consternation with the codes. Chief Chandler stated that it was their responsibility to help make everything work and that it is a constant and technical challenge to do so. The interrelation between the community and campus is extremely important. The institution is on the verge of becoming a world class Campus with over $1.3 billion invested in facilities and infrastructure. The campus daily population is in excess of 40,000-50,000. The Fire Department has 13 fire prevention personnel and 5 firefighters on duty daily. Most of the resources go to fire prevention efforts. The campus has approximately 10,000 fire alarm systems, performs hazardous material emergency response, in addition to fire and rescue. The Occupancy Vulnerability Assessment Program "OVAP" is being implemented which the majority of the analysis indicates, is in prevention.

Chief Chandler introduced Darrell Ralls, Associate Vice Chancellor and Building Official for the campus. On behalf of the senior leadership team and Chancellor welcomed the group. The campus is the largest west of the Mississippi and encompasses approximately 5,300 acres. It includes high intensive wet laboratory research, contagious and other hazardous material management facilities. UC Davis has the second largest construction program in excess of $460 million at this time. This includes the Medical Center. The Administration is very proud of the Fire Department and surrounding fire departments who assist the campus with mutual aid, who they value as much as their own. Haz Mat management in labs is important, plan checking and title 19 inspections weigh heavily and are one of the primary focuses on the campus. The code work and influences that the organization does is very important and appreciated.

Chief Arvin introduced his staff: Laura Hornbuckel, Captain Shawn Cohen, Captain Joel Ross, Inspector Lopez and Inspector Lee. Chief Arvin also introduced his guest, long time friend of the organization and plan checker, Chuck Stone.

Visiting Fire Chief Doug Willliams, Rancho-Adobe Fire Protection District and Cal-Chief Liaison was recognized. Building Officials Darrell Ralls was introduced and recognized.

Self-introductions were made at this time. Fire Marshal Tonya Hoover Moraga-Orinda Fire District and Past President declared quorum.

A Motion/s was made to approve the May 1999 minutes. Jon Gillilan, CAAFA asked that a correction be made dealing with heat and smoke detectors in elevator shafts relative to elevator shut down. Minutes approved as amended.

President Monette asked for motion to approve the Organizations' 1999-2000 budget. Motion made/s Larry Larson/Joe Garcia. The 1999-2000 Nor-Cal FPO Budget was approved as presented.

President Monette introduced a proposed change to the By-laws which would change the Annual meeting from March to February. The rationale for this change is to resolve a timing conflict with the code change hearings. The anticipated Annual meeting date is scheduled to be in Monterey, February 7
th-11th, 2000. By laws are required to be changed. Motion to approve the change was made/s Steve Hart/Larry Larson. Motion passed unopposed.

Exchange of ideas:
Vern Brown Sacramento County Fire Dept and Director of Operations announced the Oakland meeting program will be a representative from PG&E to discuss compressed natural gas in residential occupancies. Vern is also looking to get a person from the State Elevator Agency to speak to the regulations. This will hopefully be at the August meeting.
He also reminded members that the July Oakland meeting requires pre-registration.

Retired Chief Daryl Harguth Fire Equipment Manufacture's Association presented two items. Item #1: Home Depot was selling Kidde fire extinguishers with a foam agent "EN3" rating system which is the European system. This is different from the US system. Additionally, the extinguisher is UL classified but not UL listed. It suggests that it also has a class rating which it falls short of the US rating system. He has been told that UL will be looking into this. See the enclosed comment sheet.

Item #2: San Jose Fire Department is considering prohibition of the use of cell phones at gas stations due to an explosion. This was a result of using a cell phone where flammable liquids were being dispensed.

Retired Chief Larry Larson and Past President representing National Fire Sprinkler Assoc. Inc. disseminated a brochure about an online sprinkler seminar on specific subjects and designed primarily for contractors. Cost is $60 for each session. One seminar has been broadcast and it was very well received. Also look at the NFS web page. If jurisdictions have questions about adopting sprinkler ordinances contact Larry who can help. Janet McCarron announced an opening for Fire Protection Engineer. Contact Scott McMillan at San Jose.

Ethan Foote announced that Napa County adopted the UFC for the first time in county history. The Ordinance includes 5,000 sq. ft. sprinkler ordinance and portions of the wildland interface code.

Steve Hart announced Fremont interior corridor ordinance. City of Santa Monica has the largest retrofit sprinkler ordinance. During the five year test it requires that the seismic upgrade be completed.

Dennis Mathisen Roseville Fire Department and Co-Chair Fire Service Education Committee thanked the Sonoma County FPO's for hosting the two classes on exiting in Santa Rosa. They were well attended.

Fort Hartsfield, Past President and Web Master advised the membership that job announcements are on the web. Also, job opportunities need to be forwarded with the information to Fort preferably by electronic media, including the final filing dates. Fort also announced the banner advertisement, common and popular on the web. The banner is linked to the advertiser's web site. He's looking to get one on each set of committee minute on the web.

Randy Collins, Fire Marshal Healdsburg Fire, is looking for information or policies regarding R-1s inspections. Please contact him.

Danielle Stefani has found fuel delivery companies that are delivering fuel to underground fuel tank sites that are not Certified and do not meet the up-grade requirement of CA H&SC. Please contact her if you know of any similar problems.

Still no new SFM. John disseminated the safe and sane fireworks listing from the Engineering Division which includes the name and manufacturer.
New Fire Extinguisher regulations submitted to OAL next week with hearings in August. New regulations call for a six year tear down of the extinguisher.

Cal-Chief's are following 175 – 200 Bills. Session is very busy at this time.
The State Budget has been passed and is on Governor's desk. Most fire related Bills have been put into suspense and are now 2 year bills. These will surface in January. Refer to minutes for balance of report.

Chief Arvin announced the raffle prizes a host of items from donors including the grand prize: 49er tickets. The afternoon program and house keeping items were noted including the location of exits and restrooms and what to do in the unlikely event of an in flight emergency……

Afternoon guest speaker was Fire Chief Scott W. Kenley Lodi Fire Department and President California Fire Chief's Association. Chief Kenley discussed the re-organization and new lines of communication within the Cal Chiefs organization. Chief Kenley provided information on coordination among FPO Divisions and across multi-functional Divisions within the organization. And touched in areas of code coordination and following a dual track of the UFC and IFC processes. The Chief offered his assistance where he can and emphasized key to success was maintaining open and constant communications.
