Minutes - Monthly Membership Meeting
Burlingame

The March meeting was called to order by President Rick Terry at 09:34 hours at the Park Plaza Hotel in Burlingame.

Vernon Brown led the pledge of allegiance.

Gale Bate was appointed Sergeant at Arms.

Host Fire Marshal Keith Marshal welcomed the group to the City Of Burlingame. He introduced his Fire Chief Bill Riley. Chief Riley welcomed the group to the city of Burlingame. Keith Marshal then introduced his staff, Deputy Fire Marshal Kirk Snodgrass, Inspector Jeff Kim and Intern Scott Stacey.

President Terry recognized visiting Fire Chiefs/Building Officials. None noted

Self-introductions were made. At this time Larry Monette declared a quorum.

A Motion was made to approve the April 2000 minutes. Minutes were approved as mailed

President Terry asked the membership to review the 2000/2001 proposed budget. A vote to approve the budget will be taken at the June Meeting.


Exchange of ideas:

Ron Keefer, Menlo Park Fire District asked about an inspection of a child care center in a garage and whether the washer and dryer should be walled off. Requires change of use from garage to daycare. Finish off garage 2 exits required in Stockton. Gale Bate asked if we have the ability to require anything for small family/large family daycares.

Jim McLaughlin, Lund Pearson McLaughlin praised the Mountain View Fire Department for a response on a hazmat incident at the complex they work in.

George Blind, Sunnyvale Public Safety spoke on an article out of fire protection contractor magazine concerning the removal of the sprinkler ordinance in Mesa Arizona.

Steve Hart, stated that Mesa Arizona has passed an ordinance for multi family dwellings.

Larry Larson, NFSA is following this issue closely and that the Mesa sprinkler ordinance was turned into a political issue and a vote of the people.

Rocky Yballa, South San Francisco Fire Department asked if tradeoffs were offered for installation of sprinklers.

Steve Hart, responded that tradeoffs were offered.

Forrest Craig, 2nd Vice President stated that last year they had a school fire that resulted in a 2.5 million dollar lost. He has met with the architect and the school is volunteering to install a fire sprinkler system.

Larry Larson, NFSA testified at the appropriations hearing on sprinklers and smoke detectors in schools. Several fire marshals also testified in favor.

Kent Miller, Stockton Fire Department spoke on a fire at the university fraternity house, which was saved by the sprinkler system.

Fort Hartsfield, webmaster posted info on AB2115 the fire sprinkler/smoke detector bill on the web site. Also advised everyone to look at the new photos on the website.

Rick Terry, President advised the group that the Building Standards Commission will not notify you that your finding of fact have been approved. The City of Los Angles has filed an appeal on whether the Building Standards Commission has the right to approve the findings or just file them for the record.


State Fire Marshal Report – Joe Garcia

SFM has asked for extension on reviewing model code for state fire marshal amendments. Code enforcement has a budget change proposal for eight additional staff for plan review and inspections. Also additional staff for mandated inspections. Nancy Wolfe has asked for all SFM interpretations to be assembled and placed on the website. The NFPA executive board has committed to an NFPA building code.

Afternoon Program – International Fire Resistant Systems gave a presentation on FireFree 88 intumescent coating.

Thank you to the City of Burlingame and all contributors for an excellent meeting! Much appreciation is extended to the Burlingame Fire Department and its staff for making the necessary arrangements. The organization appreciates all raffle contributions that support the organization and committee activities.

President Terry adjourned the meeting at 2:30 PM.
