Minutes - Monthly Membership Meeting
Palo Alto Elks Lodge
The May meeting was called to order by President Danielle Stefani at 0930 hours at the Elks Lodge, Palo Alto.
Gale Bate, led the pledge of allegiance.
Jayme Wentker, Mountain View Fire, was appointed Sergeant at Arms.
Host Fire Marshal Dan Heiser welcomed the group and introduced Palo Alto Deputy Chief Nick Marinaro. Chief Marinaro welcomed the group to Palo Alto and introduced his support staff Lydia Lee, Administrative Assistant, Fire Inspectors Bob Brouchoud and Gary Dufresne and Haz Mat Inspector Joe Afong. Chief Marinaro also welcomed neighboring Fire Marshal Joseph Leong with Stanford University. Chief Marinaro then talked about some of the challenges facing fire prevention and thanked the group for all our hard work.
President Stefani recognized Liaison Chief Doug Williams.
Self-introductions were made. At this time Rick Terry, Past President/Judge Advocate, declared a quorum.
A motion was made, and seconded, to approve the April 2001 minutes. Minutes were approved.
Exchange of ideas:
Vern Brown, Sac Metro Fire, Operations Announced upcoming ICBO classes. Flyers for each class are in the minutes.
Forrest Craig, Novato Fire, First Vice President Announced the upcoming Instructor 1A class is full, Wildland class on July 11, Fire Code Adoption Class will be located on the Peninsula and in Marin County in November, and CFSTES Public Education Class in January 2002. Forrest also referenced updating the Instructor Form that is included in the minutes.
Steve Hart, NASIP Donated another 2001 edition of the CA Law Book for the raffle. Stated NFPA has produced a pocket guide for installing fire sprinkler systems and he will obtain five copies and donate for the raffle. Steve also announced the CSFM Demonstration Burn Trailer will be complete on 6/12/01 and he will have info next meeting on scheduling demonstrations.
Sam Husoe, NFSA Made several announcements and graciously provided the secretary with a typewritten copy. See minutes for a detailed description.
Rick Terry, San Ramon Valley FPD, Judge Advocate Announced AB 1022 goes before Appropriations Committee this coming Wednesday at 0900. There is $100,000,000 appropriated for fire service.
Steve Hart, NASIP Recognized Greg White, Fire Marshal for Benicia Fire, for his work, attendance and speaking at both hearings for SB 198.
Forrest Craig, Novato Fire, First Vice President Presented a check for $426.00 to the Charlie Grey Memorial Fund from the Philanthropic Education Organization as a result of the matching funds from the Novato meeting raffle.
Danielle Stefani, Livermore/Pleasanton FPD, President Introduced proposed budget for FY 2001/2002. Talked about Executive Boards discussion regarding monthly meeting fee increases: $25.00 for members (up from $23.00), $30.00 for non-members (new) and for those members/non-members who dont stay for lunch, $10.00/$15.00 respectively. Danielle also announced that Leina Morris, Vallejo Fire, is hereby appointed as the new co-chair for the Public Education Committee. Way to go Leina!
State Fire Marshal Report Joe Garcia, CDF/SFM Joe recently relocated and has a new address and phone/fax numbers, (559)437-1514 and (559)437-1555 respectively. See minutes for code interpretation, CSFM telephone list and other important changes bulletin issued by CSFM.
Rick Terry, San Ramon Valley FPD, Judge Advocate Raised his hand and then raised a concern about the role of SFM with respect to code development in the state. Specifically, Ricks desire is to make sure someone in SFM is tracking institutional history. In addition, Rick is concerned about the new "Building Official" definition. Joe responded by stating the proposed definition change was withdrawn and was not raised by SFM but acknowledged the current definition is nebulas. Gale Bate reminded the group the definition change was raised by a member of CALBO.
Joe stated Chief Tennant wants to create a regulations unit headed by a Division Chief and he anticipates this to occur in the next few months.
Gale Bate, Code Resource Reminded the group that the strong ICBO supporting members of CALBO have taken a very strong position against California for not adopting the "I" codes.
Legislative Report Gene Gantt, Benicia
Fire Department, mailed the report, see attached,
as he was unable to make the meeting, again.
Meeting was adjourned to Committees and Executive Board meeting at 1029 hours.
Afternoon Program Dan Firth, Environmental Coordinator, PAFD, gave a presentation on Cross Jurisdiction and Private Partnerships and "Online Hazardous Materials Inventory Database Pilot Project".
Each Committee Co-Chair gave a brief recap of their respective meetings. Detailed reports to be in these minutes.
Thank you Palo Alto and all contributors for a good meeting! Much appreciation is extended to the Palo Alto Fire Department and all staff for making the necessary arrangements. The organization appreciates all raffle contributions that support the organization and committee activities.
President Stefani adjourned the meeting at 1415 hours.
