Minutes – Monthly General Membership Meeting

University of California at Davis, CA

Alumni and Visitors Center

President Arvin called the May 21, 2004 meeting to order at 0930 hours at the University of California at Davis.

Past President Forrest Craig conducted the pledge of allegiance and was appointed Sergeant of Arms.

Host and President Wes Arvin welcomed the group and introduced Host Chief Joe Perry to further welcome the membership to the University of California at Davis. President Arvin introduced his staff.

The organization recognized the visiting Fire Chiefs and Building Officials.

President Arvin welcomed and introduced the Past Presidents to the meeting.

Self-introductions were made. President Arvin asked Immediate Past President and Judge Advocate Mike Stewart to declare a quorum.

Wes Arvin announced that the May meeting dues for Past Presidents is sponsored by the organization and the cost of the meeting would be donated in their name to the Charlie Gray Fund.

President Arvin asked for a motion to approve the April minutes. Steve Hart requested for a correction to change Russell Fleming’s title to NFSA. A motion was made by Past President Jim McLaughlin to approve the April minutes. Gene Gantt 2nd, the motion was carried.

Wes Arvin recognized the contributions of Morganna Chan on the Public Education Committee and announced that Jaymae Wentker will be the new Fire Equipment and Devices Co-chair.

A resolution was read by President Arvin, which recognized the career of UCD Fire Chief Joe Perry in honor of his outstanding contributions to Fire Prevention and 32-years of dedicated service to the California Fire Service.

Recognition of the Past Presidents was formally conducted by President Wes Arvin who presented the Past Presidents with a letter of appreciation recognizing their contributions to the Northern California Fire Prevention Officers Association.

SFM Report

Leslie Haberak and Rodney Slaughter provided the membership with the May SFM Report. (See attached SFM report)

Legislative Report

Gene Gantt provided a May 2004 Legislative Report to the Membership. (See attached report)

Badges

Bruce Lecair provided the membership with information about an alternative badge. The badge, as proposed will be provided to members with an imprinted Cal Chiefs label instead of the current glued-on version. The membership responded favorably to the new concept. The board will follow through on the proposed badge if no other comments are received. The approximate cost to the membership will be approximately $2.00 additional per badge.

Committee reports

Building Standards

Loren Neyer reported discussion regarding the issue of AHJ’s use of insulation in lieu of fire sprinklers.

Haz Mat/Fire Code

Kent Miller reported that committee discussed selection of NFPA technical committees as per the direction of the board. (See minutes)

Fire Equipment and Devices

Steve Hart reported that the committee discussed changes in the codes for Commercial cooking processes, CSFM new standards and fire pump surges.

Fire Service Ed.

Danielle Stephanie reported that the committee is looking for new classes to sponsor.

Public Education

Jon Johnston reported that the committee would be developing brochures, power point and other resources for use by local AHJ’s.

UWI

Tonya Hoover announced progress on Chapter 7. She reported about the meeting with the board to discuss a resolution for a proposed certification program, which was approved by the board. (see May Executive Board Minutes) Wes Arvin further announced board support of the UWI Resolution.
