Minutes - Monthly Membership Meeting
San Rafael
Sheraton 4 Points Hotel
President Craig called the November meeting to order at 0930 hours at the Sheraton 4 Points Hotel.
Tom Elliott led the pledge of allegiance.
Pat Stranahan was appointed Sergeant at Arms.
President Craig welcomed the group to San Rafael.
Host Fire Marshal Keith Schoenthal welcomed the group to San Rafael. Chief Schoenthal recognized his staff for their efforts. Chief Schoenthal gave the group a brief background on San Rafael’s sprinkler ordinance. Fire Chief Bob Marcucci also welcomed the group to his community. He is very proud of his Fire Prevention staff.
President Craig recognized visiting fire chiefs. He also recognized the visiting building officials and past presidents of Nor Cal.
Self-introductions were made. At this time Larry Monette, Past President, declared a quorum.
A motion was made, and seconded, to approve the October minutes. The following change was made:
Fines were once again levied all around.
President Craig presented a proclamation to Roseville Fire Department Supervising Fire Inspector Linda Brandelius, in recognition of her retirement and all of her years of dedicated service. Linda spoke to the group about her experiences in fire prevention (and Asilomar) and thanked the organization for recognizing her.
State Fire Marshal Report – Chief Hugh Council gave an update on several issues being worked on by the State Fire Marshal’s Office. Chief Council discussed first official revised Title 19 course, which will be held at the CFPI Workshop in February 2003. See the attached report for more details.
Division of the State Architect Report – This is a new standing report. Chief Brian Heyman stated that DSA is trying to work more closely with the FPO’s. He will be presenting a report to this group each month giving us an update on what’s happening with DSA. His office is also trying to meet regularly with local fire prevention groups and he has already met with several groups during the last month. Chief Heyman discussed several DSA documents he brought. He urged everyone to visit DSA’s website as it has many resources we may be interested in using. See attached documents for additional details.
Legislative Report – No report this month.
Nominating Committee: Next year’s slate of officers were presented by Rick Terry. Bruce LeCair for Treasurer, Angela Sullivan for Secretary, Dennis Mathisen for 2nd Vice President, Wes Arvin for 1st Vice President, and Mike Stewart for President.
Nominations were opened to the floor. No additional nominations were made. Nominations were closed and the vote will occur at the January meeting.
Exchange of ideas:
Rick Terry, San Ramon Valley FPD – Rick discussed the upcoming State Fire Marshal certification (FPO I, II, and III) process at the February 2003 CFPI Workshop. This is for existing certificate holders for FPO I, II, and III only. Rick handed out applications.
Fort Hartsfield, Web Master - Check out the minor facelift made to the Nor Cal FPO’s website, new graphics, new State Fire Marshal Report section, State Fire Marshal certification process link, new Wildland Intermix Committee link. Also, more Nor Cal shirts are being ordered.
Bruce LeCair, Woodland FD - Bruce gave an update on the State Fire Marshal’s Fire Sprinkler Advisory Board. They have been working to review the discrepancies between Title 19 and NFPA 25. A full presentation will be made at the 2003 CFPI Workshop in Monterey.
Elliott Gittleman, ESH - On behalf of the Society of Fire Protection Engineers, Elliott invited everyone to their January 3rd, 2003 meeting in Oakland.
Bill Tyler, Novato FPD - Announced the upcoming special effects class at UC Davis. He also thanked those that worked to put this class together.
Wes Arvin, UC Davis FD - If you are a Nor Cal FPO’s member and you are not receiving regular group emails from Wes, please let him know. Your email address on record may be out of date.
Kent Miller, Stockton FD - Stockton is still dealing with the Utility Tax issue. Also, Kent is looking for information regarding self-inspection programs. Kent mentioned that his mayor received a letter from NFPA , which painted the ICC in a negative light. Forrest Craig updated the group on the current status of Cal Chiefs’ efforts on the NFPA vs. ICC issue. We are beginning an analysis process of both codes and will be working through Cal Chiefs (with CALBO) to make a recommendation on which code is best for California. Cal Chiefs does not have an official position at this time.
Hugh Council, CSFM - The governor’s office is working to incorporate fuel cell technology in the California Building Code. If anyone has information on this, please contact Chief Council.
Larry Thude, Contra Costa County FPD - Announced e few employment opportunities in his organization. The job announcements are attached.
Randy Collins, Healdsburg FD - Randy is looking for information on retrofitting fire sprinkler systems in older buildings using community redevelopment funds. If anyone has information, please call Randy at (707) 431-3360.
Kate Dargin, CDF/Napa County FD - While revising her fee schedule, Kate found that it is appropriate to add the cost of website maintenance into the indirect cost calculations.
Rick Terry, San Ramon Valley FPD - On behalf of the Petaluma Fire Department Rick mentioned they are looking for information regarding retroactive fire sprinkler ordinances. Please call Chris Albertson at (707) 778-4390 if you have any information.
Meeting was adjourned to Committees and Executive Board meeting at 1100 hours.

President Craig adjourned the meeting at 1400 hours.
The next meeting will take place on January 24, 2003, at the Walter A. Buehler Visitors Center, Alpha Gamma Rho Hall in UC Davis.
