Minutes - Monthly Membership Meeting
Roseville
Del Webb/Sun City
First Vice-President Forrest Craig called the October meeting to order at 0940 hours at the Del Webb/Sun City in Roseville.
Vern Canon, Nevada County Consolidated FPD, led the pledge of allegiance.
Reinhard Hanselka, South Bay Piping Industry, was appointed Sergeant at Arms.
First Vice-President Craig introduced Host Fire Marshal Dennis Mathisen. Dennis welcomed the group to Roseville and introduced Roseville Fire Chief, and past Nor-Cal member/Fire Marshal, Ken Wagner. As a long time Nor-Cal member, Fire Marshal and stanch supporter of fire prevention, Chief Wagner welcomed the group to Roseville and thanked the membership for their hard work, and introduced Roseville Mayor Claudia Gamar. Mayor Gamar thanked the fire service and specifically fire prevention for all our hard work, especially during the tough times we are currently experiencing. Fire Marshal Mathisen then introduced the staff who assisted with putting the meeting together: Jeanne Aujay, Customer Service Representative; Karen Foster, Fire Inspector; Daryl Van Druff, Fire Inspector; Linda Brandelius, Supervising Fire Inspector and Pam Cabezas, Public Education Specialist.
First Vice-President Craig recognized Liaison Chief Doug Williams, Roseville Fire Chief Ken Wagner and Steve Jensen, Chief Building Official Marin County.
Self-introductions were made. At this time Fort Hartsfield, Past President, Committee for Fire Safe Dwellings, declared a quorum.
A motion was made, and seconded, to approve the September 2001 minutes.
Exchange of ideas:
Terry Leyton, Tyco Corporation – Mentioned a letter from R&R Fire Sprinkler regarding relationship with Central Sprinkler. Terry stated the relationship is not true and to read the letter and attachments which are attached in these minutes.
Jim Feld, Feld Engineering – Jim, on behalf of Santa Rosa Fire Department, stated that DSA is over-ruling local AHJ’s and telling them to step aside as DSA is the AHJ when it comes to school construction. The issue revolves around fire-flow, specifically the lack of. Gale Bate stated he is a member of the DSA Advisory Board, as well as Ken Hall, and Gale would appreciate any letters from members of the fire service. Rick Terry gave a brief history of the task force committee between Fire Service and DSA and both he and Tonya Hoover have asked for re-issuance of the task force report. Joe Garcia, SFM, confirmed Rick’s partnership between Fire Service and DSA; however, the partnership was specifically directed to relocatables. SFM will re-issue the report under Chief Tennant’s signature. The discussion then turned to development of Policy and Procedures for the implementation of SB 575.
Fort Hartsfield, Committee for Fire Safe Dwellings, Webmaster, etc. – Members can now go to the Nor-Cal website and down load forms.
Terri Leyton, Tyco Fire Products – Terri asked for information on policies jurisdictions may have with respect to fire sprinkler plan review. Terri also announced the AFSA conference in Florida is cancelled. However, there will be a live exhibit hall on line, November 9 at www.firespk.org.
Bill Greene, Davis Fire Dept. – Bill announced an ad for Parkers Fire Code, 2000 edition. The cost is $25.00 and Bill wants to know if anyone knows anything about this?
Sam Husoe, NFSA – Sam announced San Francisco has a retroactive sprinkler ordinance for single room occupancies (SRO), parameters same as building code, with no effective date as of yet. Sam also announced Honolulu has a sprinkler ordinance for high-rise.
Vern Brown, Sac Metro Fire – Vern is on the re-write committee for Fire Prevention 1A and 1B. Effective 11/1/01, the new curriculum for Fire Prevention 1A will go into effect. January 1, 2002 is the target date for Prevention 1B.
Robert Evans, Stockton Fire – Announced that Proposition 36, Facilities for Drug and Alcohol Abuse, which applies to R-6’s and R-6.2’s (page 316.1 in CBC), requires manual fire alarm system if they have non-ambulatory occupants.
Steve Hart, NFSIA – Donated another copy of the 2001 CA Law Book to the raffle.
Forrest Craig, Novato Fire – Mentioned that Tiburon Fire is experiencing problems with pre-fabrication of plastic sprinkler pipe and sprinkler heads. The sprinkler heads were found to have glue blocking the orifice.
State Fire Marshal Report – Joe Garcia, CDF/SFM See attached flyers in the minutes. Thanks Joe for this good information.
State Fire Marshal Legislative Report – Leslie Billington, CDF/SFM Leslie announced that her Division is now called the Code Development and Analysts Division. See attached for BSC comment period for Fire Service issues regarding sprinklers and R-1 occupancies.
Legislative Report – Gene Gantt, Benicia Fire Department, see attached.
Meeting was adjourned to Committees and Executive Board meeting at 1020 hours.
Afternoon Program – Roseville Battalion Chief Jeff Carman gave a presentation on the "Kids Fire Camp". The Firefighter’s Association and Roseville Fire Department sponsor this program. This was an outstanding fire service program designed to orient children to the fire service.
Each Committee Co-Chair gave a brief recap of their respective meetings. Detailed reports to be in these minutes.

Thank you Roseville and all contributors for an excellent and well-attended meeting! Much appreciation is extended to the Roseville Fire Department and all staff for making the necessary arrangements.
Fire Vice-President Craig adjourned the meeting at 1412 hours.
