President Arvin called the October 22, 2004 meeting to order at 0930 hours at the Regional Fire Training Center in Modesto, California.
Past President Forrest Craig led the pledge of allegiance.
Lorin Neyer was appointed Sergeant of Arms.
President Wes Arvin welcomed the group and introduced Host Fire Marshal Mike Payton. Chief Payton introduced and thanked the host staff. Modesto Fire Chief Jim Miguel welcomes the group and gave a brief history of the Regional Fire Training Center.
President Arvin recognized the visiting Fire Chiefs, Past Presidents and Building Officials.
Self-introductions were made. President Arvin asked Immediate Past President Mike Stewart to declare a quorum.
President Arvin asked for a motion to approve the September 2004 minutes. The motion was made and seconded. The September minutes were approved.

SFM Report
OSFM Leslie Habarek provided the membership with the October 2004 SFM Report. Leslie encouraged the membership to contact her office for input and questions. (See attached SFM report)

Exchange of Ideas
Theresa Johnson announced that she is recruiting a Public Education Specialist position for the Alameda County Fire Department.
Pat Stanahan, of the San Francisco Fire Department, discussed a rumor about Community Care Licensing. His research has indicated that licensing is not notifying the local AHJ of changes in client ambulatory status.
Sam Husoe gave an update on HR 1824 and another fire sprinkler bill.
Ray Bizal, of NFPA, updated the group on the "Hydoshield" WUI fire protection system. Ray received some information from and individuals that had the system installed. There is concern that the system will not work correctly. Ray also mentioned that the new NFPA Candle Fire Report is out and is available on the NFPA website.
Danielle Stefani announced that she and Rick Carpenter are getting good results with the class survey sent out by the Fire Service Education Committee. She is also looking for more host agencies for classes. Danielle reminded the committee co-chairs that she will be assembling this year’s annual report again and she need the committee reports submitted to her by the November 2004 meeting.
Rick Terry announced that fire prevention positions are available for Deputy FM and Fire Prevention Specialist, as well as a GIS Specialist for San Ramon Valley Fire Department.
Hugh Council discussed SFM budget issues within the Code Enforcement Division. They are no longer inspecting or plan checking jails. This will result in an impact on local fire agencies. There was also discussion on who has authority and whether or not local AHJ’s can charge plan check and inspection fees for jail projects.

Lunch Program – A video of Santa Rosa Fire Protection Engineer Tim Rapella’s funeral was shown.
Afternoon Presentation – Aaron Juarez of AAA Fire Protection Services provided the group with the latest industry information relative to the UL 300 issue.
