Minutes – Monthly Membership Meeting

San Francisco, CA


President Mathisen called the October 28, 2005 meeting to order at 0940 hours at the San Francisco Irish Cultural Center.

Past President Larry Monette conducted the pledge of allegiance and Mario was appointed Sergeant of Arms.

President Mathisen introduced host Fire Marshal Paul Chin from San Francisco Fire. Fire Chief Joanne Hays-White had to leave.

The organization recognized the visiting Fire Chiefs, Building Officials, and Past Presidents and guests.

Self-introductions were made. President Mathisen asked Past President Wes Arvin to declare a quorum.

A motion was made to approve the August and September minutes by President Mathisen.

President Mathisen discussed the work that was done on the WUI resolution, which was approved at the CalChiefs annual meeting in September. He also congratulated Kate Dargan (who was not present) on her appointment to Assistant State Fire Marshal.

President Mathisen asked Lorin Neyer to give an update on the ICC hearings in Detroit. Several people from the organization also attended and were thanked for their time and help. There were several items that they tried to address, including height and area tables, unfortunately mostly unsuccessfully. Sprinklers are a tradeoff for many items in this code. March 24th is deadline for proposed code changes.

President Mathisen appointed the nominating committee for the 2005-06 board members - Wes Arvin, Mike Stewart, and Forrest Craig.

President Mathisen thanked everyone for their help with AB178 (fire safe cigarettes), which was signed into law.

OSFM Report was given by Dan Najara. See minutes for copy of report. Code adoption process is still underway. Information can be found on the OSFM website.

Legislative Report

Gene Gantt provided the legislative report. He announced a class that he will be helping present in December the League meeting. See Legislative report in minutes. Proposed fireworks bills were killed. Fire Safe Cigarette bill written into law. Dan Najera mentioned that the SFM has started a RCFE committee, looking into issues such as sprinklers, licensing, etc, and they will be following up on SB516, probably in January.

Exchange of Ideas

Steve Hart discussed issues with 13D systems (maintenance, plans, etc) that could become an issue if 13D’s are allowed in RCFE’s.

Wes Arvin received a card from Ted Wackerman thanking the organization for the card and flowers.

Danielle Stefani announced the Hazmat classification class will be offered again in January in Lodi.

Forrest Craig wanted to be on the record against tradeoffs in RCFE’s for exiting using 13D systems. He also discussed the March workshop, registrations have started. If you register by December 1st there is a cost savings. Fort Hartsfield mentioned that information about the workshop is on the website.

Darren Drake discussed the water meter rate study committee that has been meeting. Next meeting is October 31st. CSFA passed a resolution supporting the efforts and is looking at proposed legislation.

Lorin Neyer is chairing the I occupancy groups committee, meeting is Tuesday.

Theresa Johnson reminded members that Alameda County Fire is hosting the November meeting in Dublin on November 18th. Register by November 8th. Registration is on the website. She also thanked everyone for their calls, card and flowers.

Sam Husoe discussed the exhibits day in March, lots of vendors have purchased space.
