Minutes - Monthly Membership Meeting
Woodcreek Oaks Golf Club-Roseville

The October meeting was called to order by President Larry Monette at 0933 hours at the Woodcreek Oaks Golf Club In Roseville.

Linda Brandelius-Roseville Fire Department led the pledge of allegiance.

Scott McMillan-San Jose Fire Department was appointed Sergeant at Arms.

Host Fire Marshal Battalion Chief Dennis Mathison welcomed the group to the City Of Roseville. He then introduced William White, Fire Chief who also welcomed us to Roseville and glad to see such a great turn out. Chief White then introduced Al Johnson, City Manager. Mr. Johnson welcomed the organization to the City of Roseville and proud of the of the facility and partnering that provided the City of Roseville to own the facility. Mr. Johnson commented on the growing community and was very proud of his Fire Department. Mr. Johnson invited all to have a good time and to enjoy being in Roseville.

Chief Mathison described the facility, beak-out rooms, lunch and introduced his staff: Pam Cabezas who coordinated the meeting and logistics; Ron Phillips and Linda Brandelius-Supervising Inspectors; Denise Keller, Karen Foster, Diana Licon, and Tom Dodaro- Fire Inspectors; and Steve Anderson Haz Mat Officer.

President Monette recognized visiting Fire Chief Doug Williams-Rancho Adobe Fire Protection District and Cal-Chief Liaison, and Fire Chief Dave Milanese-Hillsborough Fire Department. Chief Milanese announced that he will be retiring at the end of October 1999.

President Monette also recognized visiting Building Officials Gene Paolini-City of Roseville and Warren Weikel-County of Sacramento. Welcome!

Self-introductions were made. At this time Past President and Web Master Fort Hartsfield declared a quorum.

A Motion was made/s to approve the September 1999 minutes. Minutes were approved as mailed with a notation of several names misspelled. The Secretary noted and was fined accordingly.



Exchange of ideas:

Page Dougherty-International Fire Code Institute (IFCI) reported on several business items of the institute including the results of the annual meeting. Many fire service personnel were present and according to Mr. Dougherty, the new codes will be published and available in January. Mr. Dougherty also discussed the Code review processes and deadlines for the new code changes. IFCI has been given a business plan regarding the UFC and supplements and is working on a number of business decisions. The Fire Code Council met last week in Denver and is actively working to have fire service representation on the Council.

Urban Interface wildland Code and will discuss the shelter in place concept based on the article that appeared by James Hunt. The Code will enhance what was discussed in the proposal.

Performance based Codes are coming and will provide guidance on the "alternate means of protection". According to Mr. Dougherty, there will be actual performance standards will be available which are based on engineering practices.

Steve Hart-1) Larry Larson …passed sprinkler ordinance in lieu of putting in sprinklers took xxxxxxxxx2)FDIC fire Department Instructors Conference coming to CA for their first conference and bringing training both operations and prevention training (track)end of March or first of April. Flyer available at the end of the year.

Dennis Mathison… Update version of 99-2000 classes see minutes. November 15&16 UFC Art 79 and 80 classes Dec. 1 residential fire sprinkler class see flyer. Also, planning dept. looking at traffic calming devices new  "speed lumps"

Greg Hoeger said that this was a European design and id designed to accommodate fire apparatus and has one in their jurisdiction (Sacramento).

Larry stated Dave is retiring and flyers are available if interested going to the retirement celebration. Also, let board members know if you are interested in serving on board

Ed Saiz … student from Austin Texas has a student that did his masters thesis…on bumps

Fort Hartsfield- encourage members and non members to look at the web site and exchange ideas. We need sponsors to support the web site and those interested …get in touch with Fort

IFCI has a web page and there is a direct link on their page to Nor-Cal…Larry.

Pam Cebezas gave in formation regarding the raffle prizes wine theater tickets, golf accessories, two round of golf. Lunch is at noon.

No appointed State Fire Marshal yet. Woodie Allslhouse Chief Deputy, N…..

BSC Y2K Committee entered second phase which reviewed IPCUBCUMCUFC looking for conflicts with occupancy classifications and now reviewing the provisions within he codes. UFCUBC,UMCUPC and they will be proceeding with significant workload ahead. Phase three will consider all state amendments.

Legislature is in recess.
