Minutes - Monthly Membership Meeting

 President Craig called the August meeting to order at 0935 hours at the Napa Elks Lodge.

Lorin Neyer led the pledge of allegiance.

Sam Husoe was appointed Sergeant at Arms.

President Craig welcomed the group to Napa.

Fire Chief Joe Perry welcomed the group to Napa. Chief Perry recognized his staff for their efforts.

President Craig recognized visiting building officials. He also recognized the visiting fire chiefs and past presidents of Nor Cal.


Self-introductions were made. At this time Tom Elliott, Past President, declared a quorum.

A motion was made, and seconded, to approve the August minutes.

 President Craig presented a proclamation to retired Napa Fire Marshal, Dave Mello, in recognition for all of his years of dedicated service. Joan Jennings was also recognized for her recent retirement. Best wishes Joan!

President Craig presented the recent award given to the Fire Prevention Officers Section from the State Fire Marshal. The award recognizes our partnering efforts with the State Fire Marshal’s Office.

Several members were also recognized for their efforts on the recent R-2 Occupancy and Fire Prevention 3B classes: Dan Najara, Roque Yballa, Bill Tyler, Morgana Chan, and Dennis Mathisen. Both classes were successful.  

Chief Perry gave an update on the recent Cal Chief’s Annual Meeting in Ontario. New officers were installed: Bill McCammon, President, Mike Warren, President Elect, and Ken Wagner, Legislative Director. New Constitution changes were adopted, including the $10 per member dues and a policy statement regarding the endorsement of political candidates. Additionally, the Cal Chief’s Board met with the CALBO Board and the State Fire Marshal, John Tennant, during the annual meeting.

State Fire Marshal Report – Chief Hugh Council gave an update on several issues being worked on by the State Fire Marshal’s Office. See the attached report for more details. Leslie Billington also announced that the SB 575 regulations were passed by the CBSC on the 18th. 

Legislative Report – Gene Gantt, Benicia Fire Department, presented this month’s legislative report. A complete report will be included in these minutes and posted on our website.


Exchange of ideas:

Tom Harvey, San Francisco FD – Offered the group a handout that explains the code adoption process.

Hugh Council, SFM – His office will provide information on submitting amendments to the California Building Standards Commission.

Kate Dargin – Napa County is hosting a Fire Wise Community meeting and their wine cave ordinance has been revised. Contact Kate for more info.

Gale Bate, Code Resource – Directed everyone to the T-24 Newsletter for more explanation on the code adoption process.

Roger Benson, FM Global – They are testing fire alarm systems and fire hydrants. Water discharge into storm drains is a problem.

Jim Feld – The Fire Sprinkler Advisory Committee will be discussing this issue at the October 9th meeting.

Cindy Heitzman, City of St. Helena – CALBO Training, Oct. 14-17 in Concord and Nov. 18-21 in Ontario.

Jim DiGrazia, CPSC – Talked about complaints regarding the overfill devices on propane tanks. Call Jim if you have any information on this subject.

Kent Miller, Stockton FD – The meeting regarding piping/fuel system for marinas is coming soon. He is working on the final draft of regulations.

Chief Perry, Napa FD – Announced his new Fire Marshal opening as of October 1st.

Morgana Chan, Fairfield FD – Announced a Public Education class on October 24 – 26 and a Theatrical Special Effects Class scheduled for December 10th at UC Davis.

Wes Arvin, UC Davis – Announced two new positions in Roseville: Assistant Fire Marshal and Plan Check Engineer. Applications will be accepted until October 31st. More information may be obtained at the City of Roseville website, www.roseville.ca.us, or the Nor Cal FPO’s website.

Verne Person, Lodi FD – Continuing to have problems with a dialysis center project in his city.

Robert Evans, Stockton FD – They had the same problem in Stockton. Their dialysis center project went to appeal. Stockton considers it to be an I occupancy and will not sign off on it otherwise.

Danielle Stefani, Livermore-Pleasanton FPD – Recently attended an EVOC class. Recommends it to everyone.


 Meeting was adjourned to Committees and Executive Board meeting at 1100 hours.  

A few announcements: Linda Brandelius’ retirement dinner is October 4th.

Charlie Grey Award/Scholarship is coming soon.

President Craig contributed $150 to the Charlie Grey Fund for wildland fire in Novato

Thank you Napa Fire Department for an excellent and well-attended meeting! Much appreciation is extended to the Napa Fire Department for making the necessary arrangements.

President Craig adjourned the meeting at 1345 hours.


The next meeting will take place on October 25th at the Vacaville Cultural Center in Vacaville.

Please note that the November general meeting will be held on November 22nd, NOT the 15th. It will still be located in San Rafael. Please call (415) 485-3308 to RSVP. It is not necessary to pre-pay, but they will need a head count for lunch.
