Fire Protection Equipment and Devices Meeting Minutes
February 7, 2002 – Monterey, CA
Co-chairs George Blind and Jim Glew hosted the meeting.
Call to order at 8:00 a.m. followed by self-introductions of attendees.
Business Items
1. Update on CSFM Fire Alarm Advisory Committee activities. The Committee is preparing to update the "Fire Alarm Systems and Inspection Manual." George Blind stated this document does not seem to be really known or published. We do support updating the Fire Alarm Plan Check list and Guide for Plan Submittal which is a separate document. Is the Manual a necessary document? See the CSFM website main page for further information. The SFM should provide a list of who is on this committee.

2. Update on CSFM Sprinkler Advisory Committee activities. Steve Hart stated the committee met in June 2001. The next meeting was scheduled for October, which was never held…purportedly cancelled due to lack of coordination by CSFM staff. Next meeting was scheduled for March 12, 2002. Steve recommends that members of this committee draft/send changes to CSFM for inclusion in the Title 19 rewrite.
3. Information/discussion on "Pozlok". Steve Leyton. The Pozlok system utilizes a thin wall fire sprinkler pipe schedule 5 and is not to be confused with "Press Fit" piping. Pozlok is no longer manufactured. Production stopped in 2001. Problem with this piping is it is failing and losing its integrity. Entire systems are aging much more rapidly than other similar thin wall piping. Contact Steve with any locations where you know that Pozlok is installed. Steve would like the name and address of the business where these installations exist.
4. Progress report – O ring replacement project Contact Terri Leyton for information and updated lists.
5. Request for information from Doug Myers. Doug solicited the committee for information (meaning) of the 1999 NFPA 72, Section 1-5.1.4, which follows:
Issues for discussion at the workshop meeting:
1. Do we have an effective date for NFPA 72, 1999 Edition?
2. 1999 Edition, System Installation, 72-1.5.1.4. Installation personnel shall be supervised by persons who are qualified and experienced in the installation, inspection, and testing of fire alarm systems. Examples of qualified personnel shall include, but not be limited to, the following:
(1) Factory trained and certified personnel.
(2) NICET Level II certified personnel.
(3) Personnel licensed or certified by State or Local authority.
1st Question? Because there is no "or" between the three items, when we read this section it indicates a person shall meet all three conditions in order to be qualified to install, repair, or test a fire alarm system. *Answer – no.
2nd Question? The contractors license board is telling the C10 contractors they are qualified to install fire alarm systems and they in turn are telling us they are (qualified) because of item 3 above. How does the C10 license meet this requirement when the contractor license examination does not test on the installation methods of fire alarm systems? Where do the AHJ’s stand on this issue? *It was suggested to add "or" after items 1 and 2, or add "…one of the following:" prior to the three items (as a state amendment). Not sure who is going to follow through with this idea, if anyone.
3rd Question? How does this relate to the design/engineering of fire alarm systems? The examples for qualified persons are in the appendix section of 72-1.5.1.3* and the contractor license board is telling the C10 contractors they are qualified to design/engineer fire alarm systems. *There was a note next to this item that reads, Check with CSLB to see if they are doing this. Again, we’re not sure whom if anyone accepted this task.
