ICC/NFPA Final Code Comparison

The following topics were discusses at our monthly meeting:
- Steven Trout (Co-chair) discussed the Incident Action Plan (IAP) of Operation Code Comparison.
- The codes have been divided amongst the various committees per the IAP.
- The comparisons will be just that. No editorializing will be permitted, nor will those doing the comparisons make recommendations.
- The committees will do their respective comparisons (to be completed by 3/27), and a report will be submitted to the Fire & Life Safety Coordinating Committee.
- The coordinating committee will then make a recommendation to the Fire & Life Safety Building Standards Advisory Board. They in turn will make a recommendation to the State Fire Marshal, who is then to make his recommendation to the Building Standards Commission June 30th.
- Due to the magnitude of the operation, an appeal was made for volunteers to join one of the respective comparison committees. For those willing to volunteer, provisions have been made for travel and supplies reimbursement, and for copies of the various codes to be supplied. For those interested in volunteering, contact Chief Craig for more information.
- The committee briefly discussed the code comparison narrative produced by the Oregon State Fire Marshal’s office (included as an attachment to these minutes). The focus of this document was not on the myriad of differences in requirements in the various codes, but instead was on the organization, integration considerations, and code development processes of the competing codes.
- Steve Trout attended the last Coordinating Committee meeting. He indicated that OSHPD wants the state to adopt the UMC and the UPC, which are now published by NFPA. There was no representative of DSA at the meeting. NFPA is not going to be publishing a Housing Code for at least four years. CALBO’s position is that they can’t adopt a code that doesn’t include a Residential/Housing Code. This was one of Oregon’s justifications for adopting the International Codes.
- No mid-month meeting was held, nor will there be a mid-month meeting until it is decided which code the state will be adopting. The meeting was adjourned.
