Agenda Item #1
Fire Code Committee met with the Building Standards Committee to touch base on code changes submitted to the ICC August 20th, 2007 in preparation for the ICC Code Hearings held in Palm Springs February ’08.

The committee discussed the necessity of providing an information bulletin to local jurisdictions giving them sample language for adoption of the new codes. It was discussed that Forrest Craig of Novato had included this as part of his Adoption Class.

The DSA/SFM joint memo dated November 20, 1998 titled Relocatable Classrooms and Fire/Safety is still out there and the memo (white paper regulation) has now become the policy with DSA/ORS. However, many persons over at DSA/ORS do not have a copy of it. Dan has sent a copy of to David Casey, DSA and I sent one to Kevin Reinertson, SFM. Perhaps we should explore going back to model code with this. Regardless, the definitions identified in this memo are in conflict with current state regulations now (definitions).

Back in 2004, the SFM came out with a memo explaining who makes the determination of occupancy classification – Fire or Building? The memo stated that the Building Official is the entity making the determination and once that determination is made, classifying an occupancy as a state regulated occupancy, the enforcement then becomes the responsibility of fire. Rick is now bringing up the question of determination of occupant load for Group A occupancies. If a fire jurisdiction comes up with an occupant load that differs from building, which one takes precedence – especially for the purposes of classification and exiting? This will be discussed further to see if an interpretation from the SFM for further clarification is necessary.

A letter will be drafted by Rocque requesting non-fire code committee members help and giving them direction for their assignment.

Sent request letters for involvement to San Bruno Fire Department and Vacaville Fire Department.
Fire Code Committee meeting for October 4th, 2007 is cancelled due to everyone’s busy schedule with the new codes and adoption of ordinances.
