NORTHERN CALIFORNIA FIRE PREVENTION OFFICER’S

JANUARY 27, 2006

MODESTO

In Attendance:

Kent Miller - Stockton Fire

Ron Keefer - Menlo Park Fire

Paul Ester - Modesto Fire

Andrea Jensen - San Ramon Valley Fire Protection District

Steve Hart - National Automatic Sprinkler Industry

Dan Najera - State Fire Marshal Office

The committee spent most of the morning discussing the CA amendments task assigned to the H-Occupancy Groups for the North and the South. This included the possible reformatting of appendix "L" which is also known as H-8 Labs. The discussion centered on whether the university lab code should be placed in Chapter 4 or left as an appendix in the I-Codes. The committee felt this section; H-8 should be left in our package as an appendix to the Building and Fire Codes. The reasoning to place the H-8 code as an appendix can be read on the SFMO web site dealing with the amendment process. The H-8 or Appendix "L" committee headed by Ellie Ross, University of California will be kept together after the adoption of the I-Codes. This committee will continue to have input concerning this code as it affects the California University system. The Hazardous Material Committee looks forward to working on continuous bases to help with drafting a more comprehensive and useable code for the State of California and its universities.

A question arose. Where should we be looking, in the Building or Fire Codes or should it be in both for this appendix? Some felt it should be in both codes.

The committee decided to hold a conference call with the South Group in February before the 10th. The conference call will take place on Feb. 9th at 2 pm. Discussion will center on the remarks presented by the South Group to the North Group in reply to the North submittal package for the H-4, H-5 and H-8 amendments. There are several areas of disagreement between the North Group and Southern Group for these H Occupancies.

Steve Hart will be the new North Group contact after the conference call.

A definition should be formatted in the lab code "What is a Campus?" This will be inserted as things move along.

The committee felt the North Amendment submittal was well thought out and only the most important code sections were in the north group package to the State Fire Marshal Office for consideration.

The Hazardous Material Committee Co-Chairs would like to extend an appreciation and heart felt thank you for the hard work and commitment to all those that gave their time and effort with the H Occupancy Amendments to the I-Codes.

The North Group completed the task of sorting through the H-4, H-5 and H-8 occupancies and putting together a complete amendment package in timely manner as requested by the State Fire Marshal. These 28 people are always there to give direction, time and self to the FPO organization. Many may not come to most of the FPO meetings but they always step forward to volunteer with dedication and commitment when the need arises.

Respectfully Submitted,

Kent Miller
