TITLE: Fire Safety: Roof Covering Materials

SUMMARY:

Prohibits the sale or application of wood roof covering materials in the state unless the materials have been approved and listed by the State Fire Marshal as complying with state law governing those materials and have passed at least 5 years of the 10-year natural weathering test.

TITLE: Home Furnishings

SUMMARY:

Requires that all mattresses and box springs manufactured for sale in this state, except in specified establishments with automatic fire extinguishing systems, be resistant to an open flame under a standard specified by the Bureau of Home Furnishings and Thermal Insulation. Requires that this be made

applicable to other bedding if the Bureau concludes that they contribute to mattress fires.

SUMMARY:

Authorizes the Department of Toxic Substances Control or unified program agency to issue an order requiring a hazardous waste control, hazardous substance or radioactive waste violation to be corrected, and impose a civil penalty, or issue a corrective action order, when the department or agency determines there has

been a hazardous waste release. Authorizes a person served with an order to request that a hearing be conducted by the department.

TITLE: Hazardous Materials: Inventory

SUMMARY:

Authorizes an administering agency to allow a hazardous material handler, upon the request of the handler to submit an amendment to the inventory form up to 180 days after the occurrence of specified events, if specified conditions are met, including the written concurrence of the local fire chief. Requires the

handler who receives such an extension to file the amended inventory form in a specified manner.

Requires multi-unit manufactured housing to meet specified egress, and fire separation requirements applicable to dormitories, hotels, apartment houses and structures that contain 2 dwelling units under certain circumstances. Prohibits any manufactured home single structure from exceeding 2 stories or containing more than 4 dwelling units.

Includes wounds or physical injuries that are the result of a "burn injury" in the list of wounds or injuries that a medical practitioner suspects may be self inflicted or abusive or assaultive conduct that the practitioner is required to report to a law enforcement agency. Permits these reports, to the

extent feasible, to be filed via the Internet.

SUMMARY:

Enacts the California Land Environmental Restoration and Reuse Act. Provides for cleanup of hazardous substance and material on

redevelopment property. Requires the legislative body of a city or county that elects to implement the act to adopt an ordinance to implement the act. Requires the State Environmental

Protection Agency to establish guidelines regarding the selection of an oversight agency for property subject to a Phase I environmental assessment.

improved with funds oaned by the Department of Boating and Waterways pursuant to specified provisions of existing law to have all of its

electrical systems that extend into or over water inspected annually, during the term of the loan, by a licensed electrical contractor or electrical engineer, for compliance with the

California Electrical Code.

TITLE: Public Safety: Gas Appliances

SUMMARY:

Creates the Gas Appliance Safety Act of 2001 to require the installation of specified excess flow valves to automatically

shut off the flow of gas to household gas appliances when a significant gas leak occurs or an overpressure surges. Requires the installation of excess flow valves by a licensed contractor whenever a building is newly constructed, reconstructed, or sold

and would require the Division of the State Architect to certify that the valves meet certain standards.

Relates to automated fire detection alarm and sprinklers. Requires new construction projects under the Greene Act of 1998,

which require approval of the Department of General Services, to comply with prescribed automated fire detection, alarm, and

sprinkler system requirements. Requires modernization projects to comply with the automated fire detection and alarm system

requirements.

SB 629

TITLE: Warehouse Safety

SUMMARY:

States the Legislature's intent to reduce potential risks to workers and the public posed by falling items during earthquakes. Requires the Seismic Safety Commission to investigate the storage racks in warehouse facilities in order

to assess risks to worker safety. Requires the commission to report its findings and recommendations to the Governor and the

Legislature no later than January 15, 2003.

TITLE: Tax Credits: Roof Replacement

SUMMARY:

Relates to the Personal Income Tax Law and Bank and Corporation Tax Law. Provides a credit for taxable years beginning on or after January 1, 2001, and before January 1, 2006, in an amount

equal to 20% of the qualified cost, as defined, not to exceed a specified amount, paid or incurred by the taxpayer to replace a roof composed of nonretardant fire materials with a

fire-retardant roof, as specified, on a residential dwelling located in California.

SB 1158 * AUTHOR: Knight

TITLE: Hazardous Waste: Universal Waste: Aerosol Cans

INTRODUCED: 02/23/2001

SUMMARY:

Deletes the puncturing, draining, or crushing of aerosol cans from the exemption from hazardous waste facilities requirements.

Defines the term of universal waste aerosol can as a hazardous waste aerosol can while it is being managed according to specified regulations, and in a specified manner. Requires a universal waste handler to manage universal waste aerosol cans in a manner that prevents fire, explosion, and unauthorized release of any universal waste.
