TITLE: Wildland Fuel Reduction

SUMMARY:
Enacts the California Fuel Hazard Reduction Act to be
administered by the department in consultation with the
Department of Food and Agriculture to encourage the development of wildland fuel reduction practices. Authorizes the Director of Forestry and Fire Protection to adopt regulations necessary to carry out the act and would require the director to report annually. Establishes the Fuel Hazard Reduction Fund.

TITLE: Hazardous Materials

SUMMARY:
Requires the California Environmental Protection Agency to
Adopt a format and procedure to create a unified database. Requires agencies that may be designated as administering agencies to submit to the Cal-EPA information regarding any known hazardous material release sites with soil contamination above background levels. Requires Cal-EPA to compile and maintain a list of all those hazardous materials release site.

Authorizes any local agency that has responsibility for the
enforcement of state buildings standards to propose for adoption and approval by the commission one or more building standards if specified requirements are met.

TITLE: Forestry: Firebreaks

SUMMARY:
Makes a legislative declaration that state law should permit the Director of Forestry and Fire Protection, when a county's firebreak standards are greater than the statewide standards, to impose the county's standards on buildings and structures located on state responsibility lands in the county.

landowners to immediately implement fuel reduction projects in forested areas surrounding urban wildland interface communities, as defined.

TITLE: Mobilehome Parks: Building Standards

SUMMARY:
Authorizes, upon approval by the Department of Housing and Community Development, a city, county, or city and county to assume the responsibility for the enforcement of the Mobilehome Parks Act for all parks within its jurisdiction, parks within a specific geographic area within this jurisdiction, or specific parks within this jurisdiction.

TITLE: Fire Safety: Fire Extinguishers

SUMMARY:
Requires dry chemical portable fire extinguishers to be
inspected at least monthly by the building owner, the occupant, his or her authorized agent, or a licensed concern. Requires these fire extinguishers to be subject to a maintenance procedure under prescribed circumstances.
