CPR Report
Discussion on whether or not to send review comments to FPO Board for support and recommendation to CalChiefs….limited resources and not a good chance it would make it somewhere where it would make a difference. However, we will make a summary document of conceptual positions in case were asked and in anticipation of legislation in February.
ACTION: 1) Review League position paper and comment by Jan; 2) Review assigned sections and make general comments to be finaled at Jan meeting.
Adult Day Care Regs
Christina emailed the SFM’s office to formally request the reasons for the changes to our petition. The email was forwarded to Leslie Haberek who will be working on it; she did state the loss of smoke detection was an oversight and will be added back in. They are scheduled to go to Code Advisory Committee in Jan and, while we are concerned the threshold of 14 clients for sprinklers, it’s a good fix and provides more protection than currently exists. LA city is pursuing city regs (3rd draft in progress). We agreed that whatever comes out will be better than what we have but may want to comment gently at hearings.
RCFE Bedridden Regs
John Haberek attended the Nov BSC meeting and regs for 1896 were adopted as emergency regs, allowing one bedridden client in RCFEs for 6 or less. Regs still need clean up, especially sprinkler provisions for various classifications and we can recommend the fix during the 45-day comment period.
ACTION: Bring regs and comment form to Jan meeting. We will prepare comments for Board consideration and presentation during the 45-day public comment period.
Hydrogen Highway
Kurt Latipow lead for CalChiefs. Laura reported on the final draft (version 14) that the Implementaiton Team sent to the policy committee. Still on tract for presentation to Gov on Jan 1.
ACTION: Get risk assessment for hydrogen from NFPA 52 Committee
(Mark, Carmen, Christina). Read report and be ready for SFM’s call for help in development of regs and templates.
Legislation
The Legislative Task Force met in November to plan the next legislative session, which begins in Jan. John attended and reported that their major topics for involvement (including lobbying efforts) are CPR, worker’s comp, retirement issues, CalOSHA, staffing, and Blue Ribbon Commission. Our list of concepts was provided and they stated they most likely won’t be taking on sponsorship and seeking authors but will consider supporting and allowing John and Gene to lobby and testify.
ACTION: Complete the Legislative Proposal Forms for those we care most about (sprinks in schools – done by others, sprinks in R-2s – John, add Fire Safe Planner to SFM Cert track – NorCal, change "Safe&Sane Fireworks" to "Consumer Fireworks" – done by others; delete single manual pull in R-2s, 6 or less, in exchange for interconnection of smoke detectors – Daniel and Christina will tackle; fire safe cigarettes – takers). John needs this month for next meeting of Task Force in January.
NorCal RCFE Guidelines
The November draft of the NorCal Devices Committee’s guidelines for R-2 occs was distributed for comment. Target date for completion is the March workshop.
ACTION: Review draft and submit comments to Christina and Laura for compilation for NorCal.
LA City Code Project
LA city staff (20-30) has been working on NFPA 1 since Nov, 2003, incorporating state amendments and proposing amendments to ensure it is as restrictive as what we have now in part 9 of Title 24. The disk was given to several members through their Chiefs. Some question on how complete and purpose. No request from CalChiefs to review but some may want to take a look!
