- Updates
- CBSC – discussion of decision to establish November date for amendments to NFPA codes rather than July;SFM regs for bedridden clients in R-2s as well as the adult day care regs were pulled (save your amendment pages on the bedridden stuff as may use later).
- State Agencies
- SFM – new schedule distributed.
- OSHPD – not much progress to date.
- DSA – no report.
- HCD – no report.
- CalChiefs – they have authorized the FPOs to take lead on the code issue, including "negotiations" with NFPA on related policy issues. We will send them updates on progress.
- CALBO – no new news. Christina and Laura attended the CalBO-CalChief Advisory meeting in December and gave a brief report.
- NFPA - Penni and Laura met Mike Stewart and Wes Avrin (NorCal Pres and 1st VP) in Sacto to meet with NFPA and discuss issues identified by the Committee and sent to CalChiefs and, ultimately, NFPA. Report on what was said…results remain pending.
- FPO Role/Action Plan
- State requests (through CalChiefs—we’ll draft
letter for Board approval and CalChief signature)
- Authorize (Cheryl) to meet with us (Buelton)
and provide an overview of approach
- Were the referenced standards also used in the assessment of level of safety
- Matrix/cross-reference of addition of requirements to NFPA and location in T-24
- Include Cheryl’s commentary with the package
- Philosophy – analysis of assessment of equivalency
- Do all change proposals have to go through a state agency?
- Coordination
- NorCal – work together!
- CalBO – don’t duplicate efforts. Share our matrix and ask if they’d like to partner in the review process.
- Cal Chiefs – use as a signature or big ticket items
- Review work
- Discussed approaches: occupancy review
- provision by provision comparison to T-24 to NFPA 5000 and 1
- plan review various occs or a big mixed occ (hotel with retail and parking garage, hazmats for pool, storage, etc.)
- build a building using each code
- Agreed to use Op Code Comparison categories
- limit to mainly state stuff for now (we can work on local later in the process)
- expand the "Fire Code – other" to include topics we care most about (ok, some our not just State topics)
- Diedre reported that she is approximately 65% complete with a hazmat matrix: NFPA vs. UFC

- Committees need to scrounge for additional resources
- Start by identifying safety "holes" in NFPA 1 and 5000 when compared to T-24….when we get the State packages, we’ll be ready to see if their proposed amendment plugs the hole.
- Other Issues
- NFPA 1 Hearings end of the month - ROP with review by task groups and NFPA 1 Committee?
- Karyn will attend and report - how many will the NFPA 1 Committee hear vs. forward to other NFPA Committees
