ORDER OF BUSINESS :

  1. Minutes – minutes of March Board meeting in Buelton meeting on website: www.firepreventionofficers.org Workshop was a big success.
  1. Program Coordinator & Meeting Locations: Kevin Scott, as 2nd V.P. will coordinate programs and meetings for 04/05. Next Meeting will be in Long Beach at the Reef restaurant on 5-12. Program: Fire Alarms

AB 1802 – Bogh: Roof Covering Materials. CFCA – SUPPORT

AB 2065 – Nakano: Residential Care Facilities/Fire Protection

AB 2133 – Oropeza: Entertainment Venues/ Emergencies

AB 2343 - Nation: Schools/Fire Sprinklers CFCA –SUPPORT

AB 2632 – Bogh: Health Facilities – Expediting Plans. CFCA – OPPOSE

AB 2638 – Cogdill: Building Standards – Public Records

The Committee discussed the possibility that we could be constrained by current state regs for an extended period of time and that we should not ignore the annual rule making process. Issues were prioritized. The Committee agreed to move forward the original, intended requirements (including both non-ambulatory and delayed egress provisions) of AB 1361 into the current rule making cycle.

The Committee agreed that, with the possibility of the reconsideration of the ICC codes for statewide adoption, that we should be prepared to compare both the ICC and the NFPA codes with current sate regulations.

The Committee will track the code development cycles for the NFPA and the ICC

Discussion regarding support of AB 2065 and a potential oppose of AB1896 (Bedridden)

  1. OSFM/CDF

    Joe Garcia announced that Chief John Tennant tendered his resignation effective April 1, 2004. No estimated date for new appointment at this time.

    Governor Schwarzennegger has required that the processing of all regulations contain an economic impact assessment. Rodney Slaughter is coordinating.

    OSFM has a new tire fire video available.

    UWI/Bld. Stds. Meeting scheduled for May 11

    CAIRS/NFIRS system is much improved and continually improving.

    State Regs class will be held again in May/June.

    Disposal of fire works complete in LA County. Next meeting of Advisory Comm on 4-28 in SoCal.

    Dep SFM III James Parsegian is the new Program Director for the Fire Extinguisher Program. The Fire Ext. Advisory Comm will meet 4-26 and consider retroactivity and

    UL 300 systems.

  2. NFSA/AFSA

    Laura Blaul received correspondence form Chief McCammon regarding claims of inadequate follow-up by central on Omega heads and asked if anyone had informaiton.

    Jim Glew stated that industry has the lead and that Depts. may have to reengage the issue and offer to assist. Cal Chiefs should contact NASFM to inquire as to specific problems and further involvement.

    Steve Cobb presented that San Clemente recently had an Omega head fail to activate in a cooking application.

  3. ICC

    Page Dougherty announced that the Code Action Comm will meet in Reno on June 9, 10.

    Final Action Hearing, May 16-20 in Overland Park, Kansas

    Deadline is Aug. 20 for new proposals for next cycle.

  4. NFPA

Ray Bizal announced that the NFPA has an opening for "Director" in the Sacramento office.

  3. Walmart Auto Service centers are practicing open dispensing of methanol. Monitor.
  4. Edison has petitioned several jurisdictions with requests to approve construction on parcels immediately below transmission lines. Monitor, Study/Align Regional Position?
  5. Past President Ted Wackerman recovering from hip surgery 

Overview of NFPA 1 and 5000 presented by Ray Bizal.

NFPA 5000, published in Oct. 2002 began with NFPA 101 (adopted by 35 states, statewide) as it’s starting point.

NFPA 5000 is organized in an "Occupancy Based" format (all provisions, e.g., egress, fire protection, special provisions for a given occupancy are found within 1 chapter.

5000 references many already approved and accepted Standards in a manner similar to the IBC/IFC.

OSFM Amendment Process/Timeframe - Joe Garcia

Original timeframe for stakeholder review has been change from March 15 to October/04. Due the amount of work represented by insuring the requirements are equivalent to existing.

OSHPOD will focus on structural more than life/safety. They have not started their formal review.

DSA has been constrained by the Exec. Order and staffing challenges.

HCD has assisted in developing the draft for 5 chapters related to housing. 

State Amendment Drafting Process - Cheryl Domnitch

NFPA was asked to proceed with drafting despite the potential result of Exec Order.

All changes are made in strikeout and underline format. This enables a quick reference and may help alleviate questions.

The draft only considers requirements adopted by the OSFM.

Requirements essentially contained in both codes were compared; the more restrictive carried forward.

Many "judgements" had to be made where equivalency was subjective, or in cases of NFPA 1 containing a requirement not found in the Cal Codes.

In some cases, "new" (to California) requirements have been clearly identified and presented to the OSFM with justification.

Cheryl offered the support of the entire Life Safety Task Group through the duration of the project,
